Comcare has an Ongoing Vacancy for an APS6 Senior Authorisations Officer in the National Regulatory Programs Team, in Canberra. 

A merit pool will be created and may be used to fill similar Ongoing and Non-Ongoing vacancies.

Overview of the Team

The National Regulatory Programs Team is responsible for the design, delivery and review of national programs targeting high risk hazards and industries. Initially the teams focus will be limited to the regulation of psychosocial risks but as Comcare’s capability to regulate these risks matures the teams’ responsibilities may be broadened to include other risks and industries, for example asbestos in telecommunications and major infrastructure projects.

The team is part of the service delivery arm of Regulatory Operations Group (ROG) that administers the Work Health and Safety Act 2011 (WHS) through a variety of prevention, assurance and enforcement activities including:

  • workplace inspections;
  • awareness raising activities;
  • audits; and
  • investigations.

Prevention is the primary focus through targeted intelligence driven stakeholder engagement, education and audit programs. The range of response and intervention following a safety incident includes investigation and justice outcomes through enforcement activity.

Overview of the Organisational Unit and Role

The Authorisations Unit is responsible for supporting the objective of Comcare and the Regulatory Operations Group to be a nationally consistent, risk based WHS regulator by ensuring the delivery of effective, consistent, and targeted national regulatory operations to organisations within the Comcare Scheme.

The Senior Authorisations Officer is part of a small unit responsible for the delivery of regulatory authorisations under the WHS Act. The unit is responsible for managing, monitoring, and reporting on regulatory programs relating to Comcare’s authorisation functions. 

This position is primarily responsible for the assessment of authorised training, including Health and Safety Representative (HSR) and WHS Entry Permit Holder (WHS-EPH) training courses. The position will provide advice to the Delegate on the suitability of applicants, in accordance statutory requirements (e.g. under the WHS Act), requirements and guidance from other regulators (e.g. Australian Skills Quality Authority), and internal policies and procedures. The position will also undertake post-approval monitoring and auditing against conditions of approval to ensure ongoing compliance.

The position will also assist in the conduct of regulatory activities relating to major hazard facilities. 

Desirable Qualifications/Experience

  • Cert IV in Work Health and Safety 
  • Cert IV Training and assessment, training background and/or relevant experience.
  • Lead auditor and/or relevant experience.

Security Clearance

  • Ability to obtain and maintain a Negative Vetting 1 Security Clearance.
