About the Guardian:
The Guardian for Children and Young People (the Guardian) is an independent statutory officer that promotes and advocates for the rights and best interests of children and young people who are under the guardianship, or in the custody, of the chief executive of the Department for Child Protection (DCP). The functions and powers of the Guardian are set out in section 26 of the Children and Young People (Oversight and Advocacy Bodies) Act 2016.
The role of Training Centre Visitor (TCV) is held by the Guardian, ex officio, under the Youth Justice Administration Act 2016, and has responsibility for regular visiting children and young people detained at the Kurlana Tapa Youth Justice Centre (the Centre), and advocate for them to resolve issues relating to their care, treatment, or control. Amongst other functions set out at s 14 of the Youth Justice Administration Act 2016, the mandate also holds responsibility to conduct inspections of the Centre, which may include consideration of records.
The Guardian also holds the role of Child and Young Person’s Visitor (CYPV) 118 of the Child and Young Person (Safety) Act 2017 in relation to children and young people under the Guardianship of DCP and residing in residential care facilities and exercises similar functions in respect of that role.
Together, these roles comprise the Office of the Guardian for Children and Young People (OGCYP).
About the Role:
We are seeking a dynamic individual with a strong background in consultancy/advocacy to join our team as a Visiting Advocate (TCV). If you are passionate about making a difference in the lives of vulnerable youth and have the skills to develop trusting relationships, we want to hear from you.
As a Visiting Advocate, you will be accountable for the following:

  • Contributing to meeting the statutory functions of the TCV and her other mandates.
  • Conducting visits and inspections of the Centre and other relevant facilities as part of the TCV program.
  • Communicating with children and young people residing in the Centre and acting as their advocate to resolve issues relating to their care, treatment, and control.
  • Undertaking individual advocacy for dual-involved children and young people in relation to their care, rights and best interests in their residential care setting and Centre setting, in collaboration with Advocates from other mandates.
  • Maintaining accurate and up-to-date case notes and records.
  • Contributing to reporting and monitoring requirements of the TCV, including through data collation, document review, and other tasks as required.
  • Working with other staff on projects and policy work that address systemic issues.
  • Always centering the voice of children and young people detained at the Centre, and supporting them to express their views.

Qualifications and Experience:
  • Essential experience working with children and young people who are Aboriginal and Torres Strait Islander and their communities.
  • Desirable an appropriate degree or equivalent qualification which gives eligibility for full membership of the Australian Association of Social Workers OR relevant tertiary qualification.
Special Conditions:
The successful applicant is required to gain a Department for Human Services (DHS) working with children check (WWCC) prior to being employed which is required to be renewed every five years before expiry. The incumbent will be required to undertake RRHAN –EC (Responding to Risks of Harm, Abuse and Neglect - Education Care) Facilitator Lead (Masterclass) extended course or the online (Fundamentals) course which will be required to be updated every three years.

Remuneration:
ASO6 $97,022 - $102,626 per annum (1.0 FTE), plus superannuation.
