About theGuardian:

The Guardian for Children andYoung People (the Guardian) is an independent statutory officerthat promotes and advocates for the rights and best interests ofchildren and young people who are under the guardianship, or in thecustody, of the chief executive of the Department for ChildProtection (DCP). The functions and powers of the Guardian are setout in section 26 of the Children and Young People (Oversight andAdvocacy Bodies) Act 2016.

The role of Training CentreVisitor (TCV) is held by the Guardian, ex officio, under the YouthJustice Administration Act 2016, and has responsibility for regularvisiting children and young people detained at the Kurlana TapaYouth Justice Centre (the Centre), and advocate for them to resolveissues relating to their care, treatment, or control. Amongst otherfunctions set out at s 14 of the Youth Justice Administration Act2016, the mandate also holds responsibility to conduct inspectionsof the Centre, which may include consideration ofrecords.

The Guardian also holds the roleof Child and Young Person’s Visitor (CYPV) 118 of the Childand Young Person (Safety) Act 2017 in relation to children andyoung people under the Guardianship of DCP and residing inresidential care facilities and exercises similar functions inrespect of that role.

Together, these roles comprisethe Office of the Guardian for Children and Young People(OGCYP).

About theRole:

We are seeking a dynamicindividual with a strong background in consultancy/advocacy to joinour team as a Visiting Advocate (TCV). If you are passionate aboutmaking a difference in the lives of vulnerable youth and have theskills to develop trusting relationships, we want to hear fromyou.

As a Visiting Advocate, you willbe accountable for the following:

  • Contributing to meeting the statutory functions of the TCV and her other mandates.
  • Conducting visits and inspections of the Centre and other relevant facilities as part of the TCV program.
  • Communicating with children and young people residing in the Centre and acting as their advocate to resolve issues relating to their care, treatment, and control.
  • Undertaking individual advocacy for dual-involved children and young people in relation to their care, rights and best interests in their residential care setting and Centre setting, in collaboration with Advocates from other mandates.
  • Maintaining accurate and up-to-date case notes and records.
  • Contributing to reporting and monitoring requirements of the TCV, including through data collation, document review, and other tasks as required.
  • Working with other staff on projects and policy work that address systemic issues.
  • Always centering the voice of children and young people detained at the Centre, and supporting them to express their views.

Qualifications andExperience:

  • Essential experience working with children and young people who are Aboriginal and Torres Strait Islander and their communities.
  • Desirable an appropriate degree or equivalent qualification which gives eligibility for full membership of the Australian Association of Social Workers OR relevant tertiary qualification.

SpecialConditions:

The successful applicant isrequired to gain a Department for Human Services (DHS) working withchildren check (WWCC) prior to being employed which is required tobe renewed every five years before expiry. The incumbent will berequired to undertake RRHAN –EC (Responding to Risks of Harm,Abuse and Neglect - Education Care) Facilitator Lead (Masterclass)extended course or the online (Fundamentals) course which will berequired to be updated every three years.

Remuneration:

ASO6 $97,022 - $102,626 per annum(1.0 FTE), plus superannuation.
