About ARWA

The Australian Radioactive Waste Agency (ARWA) is leading the responsible management and safe storage and disposal of Australia’s radioactive waste. A key element of ARWA’s program is the delivery of the National Radioactive Waste Management Facility which will provide a purpose-built, engineered solution to manage radioactive waste from sources such as nuclear medicine production.

About The Opportunity

The key duties of the position include:
Leading and undertaking complex procurement planning, tendering, contract formation and contract management activities in collaboration with the ARWA Project Managers and Procurement team.
Leading the review of expiring contracts and use the results to shape the future procurement strategy to deliver enhanced outcomes.
Applying and advising on contract variations, exemptions, extensions, expiry and transition management, making appropriate decisions based on risk.
Contributing to the PMO’s business planning, strategic planning, program and project management and policy development for PMO related activities.
Leveraging relationships with suppliers to manage risk, address issues and maximise contract value.
Establishing negotiation strategies and facilitate complex contractual negotiations on behalf of ARWA.

Our Ideal Candidate

Our ideal candidate will possess:
In-depth knowledge of and experience in complex commercial contract management.
Sound decision making and judgement to provide expert procurement and contracting advice.
An ability to work collaboratively with stakeholders and subject matter experts to develop and lead strategies to address complex procurement and contracting issues including dispute resolution.
Significant demonstrated the ability to influence, negotiate and collaborate with stakeholders at all levels to identify best fit organisational solutions.
Strong communication skills, with the ability to prepare complex procurement and technical documents and communicate effectively to a range of stakeholders.
Demonstrated research, analytical and conceptual skills to optimise business outcomes and solve complex problems.
Well-developed interpersonal skills that foster trust and cooperation, and a proven ability to work effectively and with integrity within a politically sensitive environment.
An ability to work in a fluid environment, remaining flexible, agile and adaptable, supporting colleagues at short notice.
A valid Australian driver’s licence.

We are ideally looking for a candidate who has:
Sound understanding of Commonwealth Government processes, Commonwealth Procurement Rules and other relevant procurement and contracting policies and processes.

Qualifications
Tertiary qualifications in Law, Finance, Project Management, Asset Management, or related fields.

Eligibility

To be eligible for employment in the APS and the department, applicants must:

Be an Australian citizen or going to be granted Australian Citizenship before commencement. You may be asked to provide evidence of this.
Undertake a pre-employment security assessment and subsequent security clearance. All staff are required to have a minimum baseline security clearance however some roles will require a higher-level security clearance. If you are offered a role and do not have a current security clearance, we will work with you to arrange for this to be undertaken.
Be medically fit to undertake the duties of the job.
Be able to undertake intrastate and interstate travel (including in a small aircraft).

A merit pool may be established and used to fill future vacancies within 18 months from the date the vacancy was first advertised in the Gazette.
