About the Role

This is an ongoing STS role  

The Associate Director of Regional Rail Assets, Projects, and Financial Escrow will effectively lead the management of Regional Rail projects. This includes providing leadership in program delivery, control, and governance while overseeing the Regional Rail asset performance measurement strategy, framework, and associated processes, including the delivery of asset maintenance and renewal programs.

The role involves understanding, measuring, and reporting on the asset performance of Regional Rail, including V/Line and ARTC. Additionally, it provides leadership oversight of financial assurance and analysis of Regional Rail assets and project budgets, with strategic management of escrow accounts and future financial bids. This role also supports the coordination and documentation of contract management plans and frameworks.

Position Outcomes

The Associate Director will manage, oversee, and govern high-value, high-profile, and complex rail or technology projects within a best practice Project Management Framework, ensuring adherence to the whole investment life cycle process. This role requires demonstrated expertise in asset condition assessment and life cycle management, leading the development, review, and improvement of Regional Rail asset information. The goal is to effectively understand the state of Regional Rail assets, including their condition, criticality, value, remaining life, and performance.

The position involves leading the planning and prioritisation of public transport asset strategies and renewal projects through Regional Rail asset management plans, strategies, and business cases. The Associate Director will oversee financial assurance audits, budget and escrow management, and support the development of financial bids for the sustainability and modernisation of Regional Rail assets. This includes ensuring operator compliance by managing maintenance, renewal, and asset obligations, and participating in steering committees, review groups, and working groups.

Qualifications and role specific requirements

  • Experience in the oversight and management of complex commercial contracts and projects
  • Strong understanding of the principles of asset management and assurance
  • An understanding of the public transport environment and/or heavy rail operations would be highly advantageous
