Job description

Purpose of the Position

·
To ensure the successful completion of the
budgeted maintenance and capital works program for Town Presentation.

·
To coordinate the operational delivery of Town
Presentation applying a high level of customer service and responsiveness and
ensuring relevant regulatory compliance and licensing requirements.

·
To deliver projects on time, budget and in
accordance with Council’s Project Management Framework.

·
To develop, monitor and maintain asset
management plans for Town Presentation assets in accordance with Council’s
Asset and Financial Management frameworks and enabling data driven decision
making.

·
Work with Department Leader to determine levels
of service required for Town Presentation works.

This position is graded 9-11 under Councils salary system and the salary range is $1515.20 - $1900 per week, exclusive of superannuation. 

Key Duties & Accountabilities


Technical
Services & Delivery

·
Coordinate and supervise Council’s maintenance program (repairs)
for Council’s town and village assets including recreation grounds, parks,
gardens, playgrounds, sporting ovals, Town Presentation.

·
Schedule, coordinate and supervise works and monitor levels of
service of routine daily activities of Town Presentation staff and contractors
to meet work priorities for example: urban mowing and slashing, litter
collection, toilet cleaning, gutter cleaning and weed spraying in accordance
with relevant standards and procedures and the site-based management plan.

·
Respond to a variety of phone/email/written service requests
(Infoxpert tasks) from residents relating to Council town and village
facilities and services.

·
Liaise with relevant staff, contractors, and members of the town,
responding to enquiries and complaints about Town Presentation issues.

·
Prepare for works including liaising with suppliers, receiving
& evaluating quotes in accordance with Council’s procurement policy.

Assets Management

·
Develop
and maintain asset management strategies, processes, and plans suitable for the
long term and short-term management of Council’s Town assets in consultation
with the Department Leader-Urban Infrastructure.

·
Provide
accurate asset data for decision making and planning.

·
Work
closely with the Finance Department Infrastructure Accountant to ensure
consistency and accuracy in assets data in the financial asset register and the
infrastructure asset register.

·
Oversee
the quality, accuracy and completeness of Council’s Asset Management Register
relating to town assets and condition assessments including undertaking
revaluation audit requirements.

·
Work
with the Department Leader in the preparation of Council’s annual capital works
programs for Town in accordance with asset management requirements
incorporating Council’s long term financial plan and annual budget
considerations.

·
Work
with Councils Grants Officer to Identify and undertake funding applications in
accordance with Council’s strategic and asset management plans

·
Review and update, in conjunction with other Council technical
specialists, Council’s asset management plans.

· Key contact for all matters relating to
Crown Land and native title claims.

Reporting,
Compliance & Administration

·
Ensure customer service requests are followed
through and the actions and outcomes are adequately documented with electronic
notes within Council’s records system.

·
PrepareCouncil
reports and documents including collecting and reporting on indicators outlined
in Council’s Community Strategic Plan and Department Plan documents and prepare
reports to Council, ELT and others as required to enable effective decision
making.

·
Liaise with government departments,
authorities, and instrumentalities regarding Council meeting its obligations
and providing valuable input to various policy and regulatory documents.

·
Work with the Infrastructure
Accountant in monitoring and reporting of financial budgets.

·
Comply with the use of a range of
corporate systems including records management, risk management, customer
service request, and financial.

·
Work cooperatively with staff from
across all departments and ensure timely communication and information.

Leadership

·
Demonstrate
high level of people management capability work to build the capability of the
individuals and the team within the department.

·
Regularly
communicate and inform staff of needs.

·
Comply
with Councils Personal Development Process and use the Safe and Respectful
process as a tool to manage behaviours and performance.

Project
Management

·
Prepare project briefs as part of the budget process and then a
project plan for the delivery of the project in accordance with Council’s
Project Management Framework

·
Ensure the delivery of agreed projects on time, within budget.

·
Provide status reporting on projects to the Project Control Group
and Executive Leadership Team as required.

· Ensure projects that either
create new or alter current assets provide input on changes to the relevant
asset classification and data set.

Work
Health & Safety

·
Support
the implementation of the WHS Policy and procedures.

·
Provide
supervision for workers to ensure work activities are carried out in a safe
manner.

·
Monitor
the implementation of the WHSMS in area of responsibility.


Qualifications and Experience


Qualifications:

Essential

·
Qualifications
relevant to the role e.g. Landscaping OR horticulture OR 5+ years’ experience
in a similar role.

·
Construction
Induction Certification (White Card).

·
Class
C driver’s license.

Desirable

·
Project
management qualifications.

·
Asset
management qualifications.

·
Qualification
in Horticulture or Landscaping.

Skills & Experience:

Sound
understanding of the Building Code of Australia and relevant, related
codes of practice.

·
Property/garden maintenance/urban area presentation management
experience.

·
Problem
solving ability.

·

·
Working

Experience
