Job description

Purpose of the Position

· To ensure the successful completion of thebudgeted maintenance and capital works program for Town Presentation.

· To coordinate the operational delivery of TownPresentation applying a high level of customer service and responsiveness andensuring relevant regulatory compliance and licensing requirements.

· To deliver projects on time, budget and inaccordance with Council’s Project Management Framework.

· To develop, monitor and maintain assetmanagement plans for Town Presentation assets in accordance with Council’sAsset and Financial Management frameworks and enabling data driven decisionmaking.

· Work with Department Leader to determine levelsof service required for Town Presentation works.

This position is graded 9-11 under Councils salary system and the salary range is $1515.20 - $1900 per week, exclusive of superannuation. 

Key Duties & Accountabilities

TechnicalServices & Delivery

· Coordinate and supervise Council’s maintenance program (repairs)for Council’s town and village assets including recreation grounds, parks,gardens, playgrounds, sporting ovals, Town Presentation.

· Schedule, coordinate and supervise works and monitor levels ofservice of routine daily activities of Town Presentation staff and contractorsto meet work priorities for example: urban mowing and slashing, littercollection, toilet cleaning, gutter cleaning and weed spraying in accordancewith relevant standards and procedures and the site-based management plan.

· Respond to a variety of phone/email/written service requests(Infoxpert tasks) from residents relating to Council town and villagefacilities and services.

· Liaise with relevant staff, contractors, and members of the town,responding to enquiries and complaints about Town Presentation issues.

· Prepare for works including liaising with suppliers, receiving& evaluating quotes in accordance with Council’s procurement policy.

Assets Management

· Developand maintain asset management strategies, processes, and plans suitable for thelong term and short-term management of Council’s Town assets in consultationwith the Department Leader-Urban Infrastructure.

· Provideaccurate asset data for decision making and planning.

· Workclosely with the Finance Department Infrastructure Accountant to ensureconsistency and accuracy in assets data in the financial asset register and theinfrastructure asset register.

· Overseethe quality, accuracy and completeness of Council’s Asset Management Registerrelating to town assets and condition assessments including undertakingrevaluation audit requirements.

· Workwith the Department Leader in the preparation of Council’s annual capital worksprograms for Town in accordance with asset management requirementsincorporating Council’s long term financial plan and annual budgetconsiderations.

· Workwith Councils Grants Officer to Identify and undertake funding applications inaccordance with Council’s strategic and asset management plans

· Review and update, in conjunction with other Council technicalspecialists, Council’s asset management plans.

· Key contact for all matters relating toCrown Land and native title claims.

Reporting,Compliance & Administration

· Ensure customer service requests are followedthrough and the actions and outcomes are adequately documented with electronicnotes within Council’s records system.

· PrepareCouncilreports and documents including collecting and reporting on indicators outlinedin Council’s Community Strategic Plan and Department Plan documents and preparereports to Council, ELT and others as required to enable effective decisionmaking.

· Liaise with government departments,authorities, and instrumentalities regarding Council meeting its obligationsand providing valuable input to various policy and regulatory documents.

· Work with the InfrastructureAccountant in monitoring and reporting of financial budgets.

· Comply with the use of a range ofcorporate systems including records management, risk management, customerservice request, and financial.

· Work cooperatively with staff fromacross all departments and ensure timely communication and information.

Leadership

· Demonstratehigh level of people management capability work to build the capability of theindividuals and the team within the department.

· Regularlycommunicate and inform staff of needs.

· Complywith Councils Personal Development Process and use the Safe and Respectfulprocess as a tool to manage behaviours and performance.

ProjectManagement

· Prepare project briefs as part of the budget process and then aproject plan for the delivery of the project in accordance with Council’sProject Management Framework

· Ensure the delivery of agreed projects on time, within budget.

· Provide status reporting on projects to the Project Control Groupand Executive Leadership Team as required.

· Ensure projects that eithercreate new or alter current assets provide input on changes to the relevantasset classification and data set.

WorkHealth & Safety

· Supportthe implementation of the WHS Policy and procedures.

· Providesupervision for workers to ensure work activities are carried out in a safemanner.

· Monitorthe implementation of the WHSMS in area of responsibility.

Qualifications and Experience

Qualifications:

Essential

· Qualificationsrelevant to the role e.g. Landscaping OR horticulture OR 5+ years’ experiencein a similar role.

· ConstructionInduction Certification (White Card).

· ClassC driver’s license.

Desirable

· Projectmanagement qualifications.

· Assetmanagement qualifications.

· Qualificationin Horticulture or Landscaping.

Skills & Experience:

Sound understanding of the Building Code of Australia and relevant, related codes of practice.

· Property/garden maintenance/urban area presentation managementexperience.
· Problemsolving ability.
· Innovative& lateral based approach.
· Solutions based.
· Stakeholderengagement.
· Workingwith a team that is geographically dispersed.

Experience in leading, motivating and building capability of staff.

Knowledge of project management and successful delivery of projects.

Knowledge of asset management, planning and using data for decision making.

Excellent communication and negotiating skills.

Commitment to exceptional customer service and ability to manage customer expectations.

Computer and systems skills and the ability to learn and apply new technologies.

Experience in financial management, setting and monitoring budgets.
