As a department our purpose is to help the community to prevent, prepare for, respond to and recover from the impact of fire and emergency events.

Queensland Fire and Emergency Services (QFES) is the primary provider of fire, rescue and emergency management programs and services throughout Queensland. The department encompasses the Fire and Rescue Service, disaster management services, the Rural Fire Service and the State Emergency Service (SES), and also supports other volunteer groups providing emergency response to Queenslanders.

Purpose of the role

The SES Resourcing Unit is responsible for leading the research, development, provision, procurement, contracts, administration, delivery, maintenance and compliance of all SES Uniforms, Personal Protective Environment (PPE), Fleet, Radio Communications and Equipment for the SES Volunteers and Staff. The Uniforms and PPE team is responsible for the development, coordination, review and implementation of the Uniforms and PPE program, with a focus on ensuring the suitability for the needs and requirements of the SES volunteer and paid workforce. 

Reporting to the Principal Category Officer, you will be a key member of the team contributing to the audit, review, development and implementation of policies, procedures and systems for SES Uniforms and PPE program, including registers, to ensure suitability for use and maintenance of resources to meet operational requirements. You will work collaboratively with SES volunteers and staff to provide fit for purpose products through efficient and cost-effective sourcing arrangements in accordance with the Queensland Procurement Policy, Queensland Government Contract Management Framework, financial management practices and departmental policies and procedures.

  • Knowledge or experience in project management principles and data administration. 
  • Queensland Government Procurement (Level 1 or 2 certification). 

Special requirements

  • The incumbent will be appointed as a staff member of the SES and the hours of duty applicable to this role are pursuant to the Queensland Public Service Officers and Other Employees Award – State 2015: specifically, the spread of ordinary hours for SES staff are 0600 to 2200, Monday to Sunday.
  • Capacity to participate in an out of hours on call roster during disaster operations.  This may require working extended hours, outside of normal hours (eg night shift), including weekends.
  • Capacity to work on night and/or weekend to suit an SES volunteer environment.
Your key accountabilities

Your part in the ongoing success of our department, in supporting frontline services will see you responsible for a variety of work, including, but not limited to:

  • Maintain contemporary understanding of Uniforms and PPE within SES and across partner agencies, including awareness of emerging trends, to ensure that the products meet the requirements of the volunteers and comply with the SES strategic objectives.  
  • Interpret and apply legislation, standards and instructions relating to procurement, supply and delivery of uniforms, PPE and operational equipment for SES staff and volunteers.
  • Assist with the administration of supplier contractual performance including the development of contract management plans, regular monitoring and reporting of supplier performance and contract effectiveness.
  • Contribute to the development of category plans and deliver key projects and initiatives, including coordinating input from technical and operational areas to support procurement of Uniforms and PPE.
  • Undertake sourcing initiatives including research and development of specifications, tendering documents, evaluation and implementation of quality products and services within the required timeframes. 
  • Develop and maintain professional and effective relationships with key internal and external stakeholders ensuring services are responsive to current and future needs.
  • Prepare, evaluate and review correspondence, reports, submissions and communication on a range of complex and confidential issues and opportunities in accordance with departmental requirements.
  • Represent and promote the interests of SES Uniforms and PPE at internal and external meetings and forums and negotiate agreed outcomes as required.
