Halcyon Knights is seeking a highly experienced Procurement & Contract Lead for an exciting opportunity with a State government client based in Adelaide. As the Procurement & Contract Lead, you will play a critical role in leading procurement activities, managing contracts, and driving continuous improvement in agency processes. - Provide leadership and management of the procurement function, delivering high-quality advice and support to staff regarding procurement legislation, policies, and practices.
- Develop and maintain key relationships and networks to facilitate communication across the team and with other government agencies.
- Review procurement and contract documentation in accordance with legislative requirements and timelines.
- Lead the coordination of staff to identify procurement specifications and manage the establishment and management of contracts.
- Manage and evaluate contracts to ensure partners and suppliers meet performance levels and reporting requirements.
- Administer contracts and records management activities in compliance with legislation and budget monitoring.
- Develop, review, and evaluate policies, procedures, and systems related to procurement and contract management.
- Deliver training on procurement processes to managers and employees within the agency.
- Conduct research and analysis on procurement risks and issues, recommending solutions to management.
- Support the Manager, Finance and Procurement in asset ledger stocktake and review of requests for the department’s material use.
- Experience in a government procurement/contract role.
- Demonstrated ability to lead and implement systems and business processes for continuous improvement in government
- Experience with procurement management software
- Detailed knowledge of procurement and contract management policies and guidelines.
- Experience in developing policies and procedures to ensure compliance with audit requirements.
- Supplier relationship management and contract management expertise.
- Negotiation skills for favorable commercial outcomes.
- Strong communication skills and ability to build positive relationships.
- Research, analysis, and application of information to support procurement operations.
