As Director, your primary responsibility will be to lead, manage and support the MHF unit, and ensure the responses to planning applications for hazardous chemical facilities throughout Queensland, are facilitated and managed.

In addition to leadership, collaboration and wide stakeholder engagement will also be essential to the success of this role. Within the Department, this involves contributing to the SHSS directorate in developing key system tools, governance and actively contributing to chemical safety matters and investigations. Across other government agencies, active collaboration will be essential to ensure risk reduction of major incidents and adequate planning for responses to chemical incidents in Queensland.

Key responsibilities include:

  • Act as the delegate of the regulator under Chapter 9 of the Work Health and Safety Regulation 2011, authorising Major Hazard Facilities and administering the regulations.
  • Provide expert direction, guidance, and leadership in managing the oversight of Major Hazard Facilities to minimise the risk of major incidents in Queensland.
  • Provide expert knowledge to industry and the community through information, advice and measures to meet the duties related to Major Hazard Facilities under the Work Health and Safety Act 2011.
  • Provide expert advice to senior departmental leadership and the Minister, concerning trends, potential risks and emerging matters related to Major Hazard Facilities and hazardous chemical facilities.
  • Represent the department in a variety of high-level forums and advocate on issues relating to Major Hazard Facilities.
  • Establish networks and liaise with senior officers both internally and externally to achieve chemical safety outcomes for the Queensland public and workers.
  • Liaise and cooperate with other Queensland Government agencies with responsibility for the safe storage and handling of hazardous chemicals and green energy.
  • Provide expert advice to the State Assessment Referral Agency on behalf of OIR and in accordance with the applicable service level agreement relating to hazardous chemical facilities.
  • Liaise with similar regulatory authorities in other jurisdictions, with Safe Work Australia and Heads of Workplace Safety Authorities (HWSA) community of practice forums in relation to the regulation of Major Hazard Facilities.
  • Ensure the health, safety and wellbeing of the team over which you have responsibility. This includes ensuring you and your team members are aware of and are observing their responsibilities and obligations including under relevant OIR Health Safety and Wellbeing policies and procedures.
  • Lead, coordinate and monitor the services provided by the MHF Unit ensuring they are aligned with the strategic objectives of the Office of Industrial Relations.
  • Manage governance, human resources, finance, and physical resources as required for the unit.

About you:

It is essential that you are tertiary qualified (minimum degree level) in chemical engineering or chemistry and eligible for relevant professional association membership. It is also preferred that you possess a minimum of 10 years work experience in the chemicals industry or safety regulation of chemical facilities along with post-graduate qualifications in chemical engineering or chemistry disciplines.
