Job description

Our client is a medium-sized corporate Commonwealth entity focused on improving the health of all Australians through digital innovation and connection.

Under the backdrop of COVID-19, digital health has seen exponential growth in relevance and importance, making it more pertinent than ever for all Australians and healthcare providers.

With offices located in Canberra, Brisbane and Sydney, there is flexibility in the location of the candidate.
 
The Opportunity

This is a newly created leadership role that has been established to centrally manage complex, high value and strategic procurement processes and projects. You will be leading a small team of five staff that will act as a procurement practitioner function, managing the end-to-end process from procurement planning and prioritisation, through to contract negotiations and execution, as well as providing advice on other procurement activities that may be delivered by other parts of the organisation.

All of the major ICT contracts expire over the next 12-18 months, thus there will be a major uplift in the complexity of work in the next financial year. You’ll have the opportunity to strategically develop a forward work plan, focusing on proactivity rather than reactivity whilst keeping a strong focus on clients and business areas.

There is flexibility in the way in which you can be engaged. Permanent APS staff can be engaged on a permanent s26 transfer. Non-APS staff can be engaged on an initial contract basis with the view to permanency in future.
 
The Role

The duties of this role will include the following:

Leadership and Accountability

  • Provide a strategic level of specialist expertise on Australian Government procurement in the delivery of complex procurement activities
  • Apply extensive knowledge of legislative frameworks, government decision-making and agency guidelines and regulations relating to procurement and resource management
  • Identify, manage and evaluate risk in all decision making and delivery of procurement outcomes
Management Diversity and Span
  • Manage a larger team, comprised of a number of internal employees and external contractors to simultaneously advise on and lead a number of complex procurement activities across the Agency
  • Ensure high quality outputs including that employees maintain a high level of specialist, professional and/or technical expertise
  • Develop, coach and mentor employees, performance management, conflict resolution, and identification of training needs
Independence and decision-making
  • Work with a high level of autonomy under broad direction with a concurrent need to resolve issues and deliver quality outcomes
  • Communicate and make balanced decisions using professional judgement, evaluating ambiguous and incomplete information, factoring in risks and being sensitive to the context
Stakeholder Management
  • Develop and manage key strategic relationships with a broad range of stakeholders, promoting the Agency’s business objectives
  • Represent and negotiate on behalf of the Agency to advance the agency’s interests during procurement activities, and in cross-agency, inter-jurisdictional, international, and other forums
The Ideal Person

It is essential that you have experience in a senior leadership role that involves managing technical, high value and complex procurement processes within a Commonwealth government environment. 

You are also required to have:

  • Extensive procurement knowledge and understanding of Commonwealth legislation and policies, especially the PGPA Act and the CPRs
  • Ideally you’ll have experience undertaking ICT procurements for services, both project and sustainment in nature
  • The ability to provide advice and recommendations to the CFO and the Agency’s senior leadership on procurement and commercial options, including risk and price implications
  • The ability to identify emerging risks, issues, and interdependencies, while considering these implications to propose solutions
  • Dynamic leadership of teams and activities with the ability to consider and implement approaches that best achieve procurement outcomes
  • Business partnership and representation skills, and the ability to negotiate and influence internal and external stakeholders, including potential external suppliers through high level engagement and communication 
To be eligible for this role, you must:
  • Be an Australian citizen
  • Be willing to undergo a police check
  • Have, or be willing to obtain, a Negative Vetting 1 security clearance 
Salary / Rate
  • $138k – $164k + 15.4% super
  • Location: Canberra, Brisbane or Sydney
  • Permanent APS staff can be engaged on a permanent s26 transfer. Non-APS staff can be engaged on an initial contract basis with the view to permanency in future
