Program Background:

Southeast Asia and Australia Government to Government Partnerships Program

The Southeast Asia and Australia Government to Government Partnerships initiative (G2G) is a whole of government program to broaden relationships between Australia and Southeast Asia across priority themes and in key countries. This will enable governments in the region to share experience and expertise, address common challenges, and work cooperatively for mutual benefit. In the medium and longer term, stronger ties and partnerships will support opportunities for trade and investment relationships and build joint understanding of and commitment to international rules and norms that underpin accountable and effective government systems.

The thematic priorities are:

1.    Climate change and energy transition

2.    Education and skills

3.    Food security and sustainable agriculture

4.    Effective and inclusive public institutions

5.    Trade and investment

G2G will be delivered through two streams – the Core Partners Stream and the Country-led Stream. The program will be managed as a portfolio that builds a balanced set of partnerships across countries and sectors over time. Initially, G2G prioritises establishing Australian government entity partnerships with priority Southeast Asia countries and sectors through the Core Partner Stream. Over time the program will build engagement across remaining Southeast Asian countries that can be funded through the demand driven Country-led Stream.

About the Role

The Gender Equality, Disability and Social Inclusion (GEDSI) Manager will lead the implementation of G2G’s GEDSI Strategy and initiatives. The GEDSI Manager will be a member of the G2G management team, working collaboratively with the DFAT G2G section, to ensure GEDSI is a key consideration in all programs decision-making processes.

Key Responsibilities

·      Lead the development of a GEDSI Strategy and Action Plan that defines G2G’s approach to GEDSI, and identifies initiatives, entry points and resources required to support GEDSI across the different program areas.

·      Undertake a GEDSI analysis for each core partnership to identify key areas and approaches for integration of gender equality.

·      Develop GEDSI Action Plans for core partnerships, outlining activities, approaches, resourcing, and timelines required for addressing gender inequality.

·      Support Australian government entities (AGE) and Southeast Asian government entities (SGE) to undertake analysis and implement identified GEDSI approaches and initiatives.

·      Review proposals and support opportunities to embed GEDSI within short-run activities under the Country-level workstream.

·      Provide training and mentoring to ensure that GEDSI remains a key focus in G2G initiatives.

·      Develop toolkits, resources and guidance notes that support the integration of GEDSI in AGE and SGE activities.

·      Organise peer-to-peer learning opportunities to showcase the work of AGEs and for AGE peers to learn from each other about approaches and activities adopted to address gender inequality in their initiatives.

·      Actively seek opportunities for G2G initiatives to be aligned with DFAT’s Gender Equality and Women’s Empowerment Strategy via policy and program development work with AGE and SGE partners across the priority themes.

·      Work with the representative from DFAT’s Gender Equality Branch on G2G’s Executive Steering Committee to advance GEDSI strategic priorities.

·      Contribute to sourcing additional technical expertise when required, including via G2G’s technical advisory panels.  

About You

Essential Experience and Knowledge

·      Experience in a leadership role in the areas of GEDSI policy, advisory or programming.

·      Strong understanding of DFAT policy and programming priorities, systems and frameworks.

·      Understanding of and commitment to gender equality and intersectionality, DFAT priorities, and development challenges in the Southeast Asia region.

·      Excellent analytical and report writing skills, including ability to write to DFAT specifications.

·      Ability to build and maintain a broad network of positive and constructive relationships with colleagues and program stakeholders.

·      Demonstrated experience in stakeholder management and event/training facilitation is desirable.

·      Tertiary qualifications in gender, international development, social sciences, or another relevant field are desirable.
