TEAM:  Emergency Management & Hazard Planning 

This Role Reports to:

  • Manager, Emergency Management & Hazard Planning 

Reporting to this Role:

  • Nil 

Primary Purpose of Role

  • Contribute to SASES response planning activities and develop plans for SASES response to emergencies.
  • Contribute to and develop catchment flood plans for specified catchment areas.
  • Work with SASES Regional Staff to provide evidence and data-driven advice to support the development of Location Response Plans.
  • Contribute to the development, scheduling and implementation of exercises to test plans, involving SASES and other key stakeholders.
  • Contribute to the development and maintenance of the State Extreme Weather Hazard Risk Reduction Plan and other hazard plans.
  • Contribute to the positive image of SASES by representing the organisation in a variety of forums. 

Outcomes

  • Current and effective State hazard plans and SASES catchment flood plans are established.
  • Effective and well-coordinated management of flood events in allocated catchment areas.
  • Key infrastructure identified and engagement with key stakeholders regarding their and SASES's roles during flood events.
  • Plans are exercised regularly with relevant stakeholders.
  • Constructive relationships across functional areas within and external to the agency are developed and maintained.

Essential Attributes (Knowledge/Skills/Experience Requirements)

  • Demonstrated ability to develop and implement multi-agency plans, procedures, and other documentation.
  • Excellent written skills, particularly the ability to communicate complex concepts to a broad range of audiences.
  • Experience working with a range of stakeholders across Government and non- government organisations.
  • Well-developed research, analytical and problem solving skills.
  • Demonstrated skills in contributing to the development and management of emergency management exercises.
  • Demonstrated high level of interpersonal skills with proven ability to identify, establish and sustain effective relationships in order to solve problems and achieve desired outcomes.
  • Ability to work autonomously as part of a larger team, setting own workloads to deliver required outcomes. 

Desirable Attributes

  • Experience with catchment flood planning and emergency management planning
  • Experience in emergency management operations
  • Knowledge of administrative systems and procedures within an emergency services environment 
  • Understanding of State Emergency Management arrangements.
  • Knowledge of GIS mapping
  • Experience with document formatting and Microsoft Office

Desirable Qualifications

  • Course in AIIMS
  • Training in exercise writing and management
  • Manage Planning for a Level 2 Incident (PUAOPE025A)

Employment Conditions 

  • Employment conditions will be governed by the Fire and Emergency Services Act 2005 (SA), and the SA Public Sector Enterprise Agreement: Salaried 2021. 
  • The incumbent will be expected to work in a manner consistent with the Code of Ethics for the South Australian Public Sector. 
  • The incumbent must be prepared to be assigned to another Role at this remuneration level or equivalent.

  • The incumbent will provide the highest standards of customer service to clients at all levels by modelling service excellence that meets the needs of customers and enhances the corporate profile of the organisation.

Special Conditions

  • Occasional out of hours work may be required during times of demand.
  • Occasional intrastate or interstate travel necessitating overnight stays may be required.
  • Acceptance of and willingness to promote an individual performance management framework within the organisation.
  • Required to enter into a performance agreement for the achievement of specified outcomes.
  • Appointment will be subject to a satisfactory criminal history check.
  • A current and valid unrestricted driver's licence and a willingness to drive.
  • The SES is a uniformed service and the incumbent is required to wear uniform as appropriate.
  • As part of employment within the SES the incumbent will be required to perform operational duties within an emergency control centre during emergency situations. When undertaking operational duties the incumbent may be rostered to work on Saturday, Sundays and Public Holidays. Work performed on any such day will constitute part of the incumbent's ordinary hours of duty and remunerated in accordance with the provisions contained within the South Australian Public Sector Wages Parity Enterprise Agreement: Salaried 2014 and the S.A. Public Sector Salaried Employees Interim Award.
