Head of Engineering, Assurance and Technical Services

About Inland Rail

The Inland Rail Program is a 1600km rail infrastructure project stretching from Brisbane to Melbourne incorporating new and existing rail track. The program includes the upgrading of existing standard gauge track, the enhancement of existing standard gauge track to cater for double stacking and the construction of new standard gauge links comprising of viaducts, tunnels, rail track, crossings and bridges. About the opportunity

Reporting to the Executive Director Engineering, Integration and Program Performance, this key leadership role will ensure the Inland Rail Engineering, Design and Assurance systems and frameworks are efficient and fit for purpose supporting delivery of Inland Rail. The role leads the development and assurance of the Inland Rail specification, supporting successful integration into the ARTC operational business, ensuring compliance with Safety Management System through interagency governance.

In addition this role will lead and manage a team of technical professionals providing technical expertise, digital engineering and spatial services across the Inland Rail portfolio. The Head of Engineering, Assurance and Technical Services is a key member of the Inland Rail Program Leadership Team and will ensure all requirements associated with the technical stream across the phases of Development, Detailed Design, Construction and Commissioning are fully understood and consistently applied across the Inland Rail program.

Additional responsibilities include but are not limited to:

  • Leadership and Management: Provide effective leadership and management to the Engineering, Assurance, and Technical Services team, fostering a high-performance culture and ensuring the delivery of high-quality services.
  • Technical Expertise: Ensure all technical requirements across the phases of Development, Detailed Design, Construction, and Commissioning are fully understood and consistently applied.
  • Stakeholder Engagement: Build and leverage effective relationships with Engineering, Integration, and Assurance leaders and stakeholders to achieve Inland Rail Program objectives.
  • Organisational Efficiency: Drive efficiency through a combination of employees and service providers, and champion continuous improvement and innovation.
  • Framework and Compliance: Develop, maintain, and govern the engineering framework, ensuring compliance with standards, safety regulations, and the Safety Management System (SMS).
  • Engineering Reporting: Ensure appropriate engineering reporting, including management of technical non-compliances, scope, requirements, and value engineering activities.
  • Safety and Assurance: Promote a safety culture, ensure Safety in Design processes are applied, and oversee engineering assurance to ensure compliance with program technical requirements.
  • Strategic Partnership: Partner with the PMO, Commercial, and HS&E teams to drive efficient delivery of Engineering, assurance, and Technical Services, and with ARTC to develop technical specifications.

About you

We are seeking a candidate with extensive experience in engineering management within large-scale infrastructure projects. The ideal candidate will have prior experience operating at Senior levels within an organisation and demonstrate proven leadership skills, capable of fostering a high-performance team culture that drives excellence and innovation.

The successful candidate will possess strong stakeholder engagement and relationship-building abilities, essential for collaborating with various leaders and partners across the business. They will have a deep understanding of Engineering frameworks, systems engineering and assurance, methodologies, and procedures, ensuring that all technical aspects of the projects are executed to the highest standards.

Additionally, you will be able demonstrate:

  • Degree qualification in Engineering and extensive industry experience.
  • Qualification as CPEng, or equivalent along with an affiliation/membership with engineering industry bodies
  • Extensive knowledge and strong leadership skills in engineering design and assurance, preferably in a rail environment.
  • Experience in implementing engineering management frameworks in a matrix organisation and/or infrastructure mega-project.
  • Highly developed leadership, negotiation, influencing, analytical, problem resolution, interpersonal and communication skills.
  • Demonstrated commercial acumen, cost, budget and project management experience.
  • Knowledge of railway safe working systems and railway accreditation environment.
  • Ability to obtain relevant RIW competencies
