About the opportunity
We have an exciting full time opportunity for a Head of Investigations who will:

  • Provide strategic leadership and people management of staff through mentoring, coaching, performance management and development support to ensure consistency and quality in delivery of service.
  • Lead the Department to continuously identify, analyse, and evaluate key issues, recommend innovative options, solutions, practices, and processes to enable effective delivery of accountability and timely responses to stakeholders.
  • Advise executive and senior leadership on investigation outcomes and enforcement options, ensuring key emerging issues are identified, understood, and communicated to facilitate delivery of strategic outcomes.
  • Develop and maintain strong internal and external relationships to collaborate, consult, exchange information, and build consensus with key stakeholders and other levels of government to inform strategic and operational decisions.
  • Review regulatory intelligence to ensure investigation resources are appropriately deployed and the Department's work is aligned to ESV's strategic objectives and compliance and enforcement priorities.
  • Oversee and implement policy changes and process improvements to optimise the efficient and effective delivery of the Department's functions.
  • Ensure that evidential material and sensitive information gathered during investigations and inquiries is collected, secured, managed, and utilised in accordance with legislative and policy requirements.
  • Undertake complex risk-based assessments including reviewing, analysing, and synthesising evidence gathered by Investigators, interpreting legislation, and sound judgment to review and endorse high-quality written reports/recommendations, which will inform appropriate enforcement responses.
  • Brief decision-makers including Commissioners and executives on strategic or significant investigations and inquiries, including providing options for decision-making, identifying trends, systemic issues, individuals of concern, interaction with other agencies/authorities and other relevant matters.
  • Build investigative capability across the Department, maintaining and applying a comprehensive working knowledge of evidentiary rules, relevant legislation, standards, quality assurance procedures, reporting requirements, best practice investigative models, policy, procedures, and guidelines.
To be successful, you'll have:
  • Relevant tertiary qualification.
  • Accomplished leader with strong track record in delivering significant enforcement outcomes.
  • Extensive incident response experience, including site attendance and management, evidence collection and preservation, conducting interviews and liaising with third parties (including other agencies or authorities).
  • Extensive experience in planning and conducting investigations to establish what occurred and whether offences have been committed, working with technical subject matter experts.
  • Experience managing a multi-disciplinary investigation unit working on multiple investigations involving various stakeholders and subject matter experts.
  • Knowledge of law enforcement and experience across a range of compliance and enforcement operations as well as regulatory and legislative frameworks.
  • Strong culture building skills including the ability to build high performing teams through coaching and performance development.
  • Displays political acumen, superior communication and demonstrated capacity to effectively collaborate with internal and external stakeholders.
  • Demonstrates superior operational conceptual and strategic thinking skills.
  • Experienced in contributing to and implementing strategic initiatives.
  • High standards of professional and personal integrity.
