About the role 

The Head of Maintenance will hold the delegation of deputy to the CASR Part 145 Accountable Manager. Through Engineering Managers, the Head of Maintenance is responsible and accountable for ensuring Regional Services Engineering's maintenance services complies with CASR, Part 145 MOS, CAR, CASR Part 145 MOE and the Maintenance Organisation Approval Certificate.

Key Duties and Responsibilities

• hold safety as a core value and contribute to the achievement of a zero harm and incident/injury free environment through active participation in all safety programs relevant to the position.
• actively support and promote the Company’s Safety Management System (as described in the Group Safety and Quality Manual) by ensuring employees comply with the Safety Management System processes and procedures, by the provision of appropriate direction and resources and by monitoring safety activities and performance. 
• familiar with the MOE and Procedures manuals, including Duties and Responsibilities as detailed in the Procedures Manuals.
• provide leadership for all Part 145 engineering and support staff.
• maintain an understanding of this MOE, relevant CASR and CAR and Part 145 MOS.
• ensure the availability of all necessary resources including manpower, facilities, equipment and Maintenance Data for the scope of Maintenance Services approved.
• support and promote the SMS and ensure compliance with Human Factors (HF) principles and Just Culture.
• support and promote the QMS monitoring standards and work accomplishment through audits to ensure timely feedback of findings are received.
• ensure Maintenance Services are performed, recorded and certified in accordance with and to the standard of this MOE, CASR, Part 145 MOS and responsible CAMO requirements.
• encourage Regional Services engineering employees to deliver, best practice and performance in safety reporting, quality, teamwork, productivity and efficiency.
• maintaining Regional Services engineering employees understanding of relevant CASR and CAR, Part 145 MOS and this MOE and to drive the implementation and application of the MOE system through Cobham - Engineering to ensure compliance with relevant CASR and CAR.
• Management of Engineering budget, ensuring Regional Services Engineering is able to finance the provision of the Maintenance Services provided or requested.
• liaise with the relevant National Aviation Authority when required; and
• liaise as necessary with responsible CAMOs, Suppliers and Subcontractors.

PERSON SPECIFICATION
Experience – mandatory 
• Bachelor of Aviation Management is desirable or selected units of competency from the qualification or equivalent qualification.
• having held a similar position under the previous Civil Aviation Regulations 1988 or CASR 1998.
• five years of aviation experience as a licenced aircraft maintenance engineer including at least two years' experience in aviation management in a CASR Part 145 Approved Maintenance Organisation or equivalent.
• ability to meet the CASR requirements to be a Part 145 Accountable Manager and Responsible Manager.
• Ability to obtain an ASIC.

Knowledge 
• having held a similar position under the previous Civil Aviation Regulations 1988 or CASR 1998.

• Excellent communication skills, both oral (including presentation) and written and is an objective thinker.
• Proficiency in the use of Windows based software, in particular spreadsheet and database applications.
• Familiarity with aviation software, Air Maestro, RAMCO, Galaxy (Pelesys) or similar.
