About your team

As part of the Chief People Office, the HR Regulatory Operations Team works collaboratively with other teams across the HR and the wider business to help senior staff maintain their personal records in line with regulator’s requirements.

About your role
 

This role will support UK and the Ireland region and also new regulations affecting employee’s regulatory records.

As a member of the HR Regulatory Operations “HRRO” team, you will work with existing team members, HR teams and other partner teams in specialised areas to deliver a premium service to our staff who are conducting activities under regulations as the Senior Managers and Certification Regime (‘SMCR’) (UK), MiFID Knowledge and Competence (‘K&C’) (Europe), Senior Executive Accountability Regime (Ireland) and Singapore’s Individual Accountability and Conduct regulation.

You will build global relationships - HRRO has expanded from supporting the UK and now supports Ireland and Singapore with plans to expand to support other countries. Additionally, HRRO is involved with shaping the operating model for other accountability regimes that are gradually being introduced by regulators globally over the next 2 years

In this role you will have the opportunity to guide our regulated population with the activities required for their regulatory records. This includes:

  • Become Subject Matter Expert for the day to day management of SM&CR and K&C processes within HR
  • Managing and supporting SM&CR and K&C relationships and regulatory adherence
  • Ongoing maintenance of Statements of Responsibility and Management Responsibility Maps across each entity
  • Work with relevant HR functional teams and business stakeholders to ensure that SM&CR and K&C record keeping is maintained in an effective and time critical manner
  • Maintain an accurate SM&CR population list in line with the FCA register and directory, submitting necessary forms via FCA systems
  • Work closely with Compliance to assess reporting of conduct breaches updating FCA records where appropriate
  • Keep abreast of developments in regulation, conducting impact assessments and recommendations for changes and improvements
  • Support assessment activities relating to employees knowledge and competence  
  • Meeting with stakeholders, Compliance and Company Secretariat to discuss regulatory applications and ongoing record keeping.
  • Guiding the regulated employees, line managers and partner HR teams to ensure new joiners, movers or leavers regulatory records are captured and updated appropriately.
  • Work with relevant HR functional teams to ensure that regulatory record keeping is maintained in an effective and time critical manner.
  • Keep abreast of developments in regulation, conducting impact assessments and recommendations for changes or enhancements
  • Co-ordinate Annual reviews of Fitness and Propriety by line managers ensuring regulated employees remain suitable to conduct the role.
  • Implement new processes and maintain ongoing process improvement reviews in relation to new regulations and operating models to support global accountability regimes.
  • Embed regulatory requirements into partner teams and regulated staff activities.
  • Embed risk awareness into the operating model associated with employee regulatory records.

You will have the opportunity to utilise your skills with new regulatory requirements, implementation of processes, training, preparing overviews and reporting to senior stakeholders.  Liaison with external parties and internal partner teams, review user guides and regulatory requirements to produce internal guidance documents targeted at partner teams.This is an excellent role for a candidate with proven skills at this level who is keen to expand their knowledge of the broader organisational structure and HR processes.

  • Experience in an HR or regulatory role with a good awareness of regulatory requirements
  • Proven strong analytical skills and attention to detail
  • Good understanding on usage of Star IAR application and its workflow
  • Robust administration skills
  • Proven ability to communicate & influence effectively verbally and in writing across all levels as required
  • Ability to analyse a situation and make pragmatic recommendations yet escalate where appropriate
  • Self-motivated and positive approach to seeking information and identify solutions and to deliver high quality work and meet deadlines
  • Excellent time management skills with the ability to work under pressure  
  • Able to work with a high degree of autonomy, learn quickly and accurately from others and through self-guided learning
  • Comprehensive Working skills on Microsoft Office 365 (Advance Excel, Visio, Word, PowerPoint,Teams)
