Current Role.
POSITION OBJECTIVES: As the Coordinator Library & Heritage Services you will oversee the provision and delivery of Library and Heritage services (non-planning) to the community, ensuring they are run efficiently and effectively and meet organisational and community objectives.
Manage and direct the operations of the Library. The position operates within Council’s Community Development team. The team is spread across the principal communities of Derby and Fitzroy Crossing and supports remote locations in between. This role includes relocation and housing.

KEY RESPONSIBILITIES
OUTCOME: Library Operations
  • Promote the use of the Library and Information Service within the community.
  • Maximise resource exploitation through the development of collection knowledge and user guidance.
  • Develop, promote and deliver library programs designed to increase utilisation of the Library and local history facilities.
  • Identify, analyse and respond to the Library and information needs of the community.
  • Liaise with SLWA to ensure compliance with the policies and procedures required for public libraries by the State Library of Western Australia.
  • Monitor the effectiveness of the library information technology infrastructure. Contribute towards the ongoing development of library infrastructure including design/layout concepts, sourcing of capital funding, renewal of fixtures and fittings

OUTCOME: Collection Development
  • Control the maintenance, development and disposal of the Shire of Library and information services stock, through the collection and organisation of resources in accordance with Council policy.
  • Monitor the cataloguing and organisation of the collections to ensure resources are accessible to the community in accordance with Council policy.

OUTCOME: Heritage Operations
  • Deliver and promote quality community history and Heritage information services.
  • Support the team in undertaking archive collection and management activities, research and interpretation, community relationships and digital record management Coordinate volunteers delivering services through specific heritage sites.
  • Provide specialist advice and expertise to Council staff regarding the management of Council assets with cultural heritage values, and the management of cultural heritage generally.
  • Investigate and pursue opportunities for external funding to support the management of Council’s heritage assets.
  • Assist in the delivery of external reporting requirements relating to Council’s cultural heritage assets.

OUTCOME: Financial Management
  • Assist in the preparation of the annual budget and managing and monitoring annual budget and external funding grants/donations in area of responsibility.
  • Identify relevant state, federal and non-government funding opportunities and make applications in regard to relevant grants to support Library and Heritage service objectives.

OUTCOME: Operational Management
  • Prepare reports to Council and Senior Management.
  • Implement resolutions of Council and Senior Management and report on progress of action taken.
  • Liaise and negotiate on matters within the jurisdiction of the Unit.
  • Seek assistance and input from Unit staff into the effective delivery of Unit services to all its customers.

OUTCOME: Human Resources and Occupational Health & Safety
  • Develop and maintain a sense of commitment, cohesion and teamwork with the members of the Community Development Team creating a great place to work.
  • Manage, support and supervise Library & Heritage Service Staff and community volunteers, including all administrative requirements.
  • Actively participate in personal development activities, such as the development of work plans, identifying training and development needs and the staff performance review process.
  • Develop and improve unit staff performance/potential and multi-skilling aiming for a more effective team.
Essential
  1. Demonstrated ability to oversee the development, coordination and provision of Library & Heritage programs, assets and services.
  2. Significant relevant experience working at an equivalent level in a similar position within the Public Library and/or Heritage areas with good knowledge and/or understanding of the needs of the relevant target groups and well developed understanding of applicable legislative requirements and in particular, the State Library of Western Australia.
  3. Highly developed interpersonal, negotiation and conflict resolution skills and a high level of customer service.
  4. Ability to think strategically, exercise initiative and make good decisions as required and in particular, appropriately handle confidential and sensitive matters.
  5. Well-developed organisational and administrative skills with proven ability to effectively prioritise multiple projects.
  6. Good written communication skills, including the ability to conduct research and write clear and concise letters and reports, including policies and procedures.
  7. Ability to prepare and effectively monitor budgets and prepare financial reports.
