Job Description

You will be responsible for delivering and maintaining the national strategic direction of Coastal Safety and risk across all surf life saving activities and operations to ensure a safe working and recreational environment for our members, customers and the community. The role manages and oversees strategy and programs across Coastal Safety, lifesaving operations, and emergency services to reduce risk, save lives and build better Australian communities. Responsibilities include:

Funding, Planning and Reporting

• Provide input into the development of SLSA Coastal Safety strategic and operational annual plans.

• Prepare and manage annual budgets in accordance with SLSA Strategy and Business Plans.

• Assist in providing reporting to internal stakeholders, SLS entities, government, commercial entities, the emergency management and education sectors, research

organisations and partners.

• Manage the Coastal Safety deliverables in the Water and Snow Safety grant including oversight of the Beach Safety Equipment Fund and Black Spot Funding projects.

• Identify and pursue strategic and business development opportunities for operational risk management and Coastal Safety.

Leadership and Management

• Provide leadership and direction and coordinate the day to day management of the areas of the Coastal Safety Department, including but not limited to Coastal Safety, risk, lifesaving, public safety awareness.

• Promote a culture of high performance and continuous improvement, including a commitment to quality, customer service and ongoing development.

• Conduct performance management processes for all direct reports and oversee all performance management requirements for the department.

Coastal Safety, Lifesaving and Emergency Management

• Collaborate, consult and liaise with states and territory SLS entities, all levels of government, industry and interest groups to develop, deliver and maintain strategic directions and plans for Coastal Safety, lifesaving and SLS’s role in emergency management.

• Develop and deliver the Coastal Safety, Lifesaving, and Emergency Management components of the SLSA Business Plan.

• Facilitate and coordinate SLSA conference, industry committee and working group representation relating to Coastal Safety, lifesaving, and emergency management.

• Oversee the development and delivery of high-quality resources and programs for lifesaving operations and Coastal Safety.

• Management of special projects such as the ‘Disaster preparedness along Australia’s coastline due to climate change’ grant which involves liaising with project consultants, engaging SLS and external stakeholders, and delivering this project on time and within budget to meet the project outcomes.

Risk Management

• Develop and chair the organisation wide Risk and Safety Working Group to assist in the development of risk frameworks and strategies, discuss and document risks, and report findings to the Head of Mission.

• Develop a risk management framework for use across SLS operations and activities that aligns with ISO 31000:2009 Risk Management Standard

• Review policies, guidelines and procedures against practice including a gap analysis, development and enhancement of documents based on findings, and implementation and integration into use.

Representation

• Represents SLSA to external parties including government, standards authorities, statutory and regulatory authorities and industry committees, working groups, conferences and forum.

Direct reports (3)

Coastal Safety Project Officer, Lifesaving Services Coordinator, Coastal Safety Support Officer and may include other project workers or contractors.

Desired Skills and Experience

Qualifications

  • Tertiary qualifications and/or equivalent relevant experience in the areas of science, risk management, emergency management, project management and surf life saving.
  • Graduate qualifications in the area of business, operations or a related field are desirable.

Knowledge and experience

  • Experience in senior management and the management of a department with direct reports.
  • Comprehensive knowledge and understanding of SLS philosophies, principles, programs, procedures and services and issues that affect surf lifesaving on a national level
  • Demonstrated project management experience with the ability to manage a project from its infancy through to completion, including managing the budgeting, resourcing, activity monitoring, reporting and overall project delivery against defined objectives and outcomes.
  • Experience in managing complex internal and external stakeholder relationships (preferably within a federated structure), with the ability to influence outcomes to achieve mutually beneficial objectives
  • Experience in developing and managing budgets, project expenditure and delivering organizational outcomes.
  • Experience in a risk management or safety role with comprehension of the ISO3100:2009 risk methodology standard.
  • Experience in reporting to government and managing large grant programs
  • Experience in using Microsoft Office (Word, Excel, PowerPoint)
