About the role
As the Manager of Network Access & Coordination, you are integral to the success of V/Line's Operational Group.
The Manager Network Access & Coordination coordinates access to V/Line's network to ensure safe and reliable passenger, coach and freight services are provided, while effectively balancing V/Line's operational, maintenance, and third-party access requirements.
Key Accountabilities include:
- Ensuring that all access to V/Line is compliant with the Victorian Book of Rules and Operating Procedures and V/Line's access and work readiness protocols.
- Managing V/Line's access management system and issuing documentation for all events and works, which require disruptive or non-disruptive access to the regional rail network, promptly and accurately.
- Maintaining a master schedule of disruptive and non-disruptive access requirements, including identifying, communicating, and resolving access coordination or scheduling issues.
- Managing all access and occupation meetings within the Operations department.
- Continuously improving and innovating V/Line's access management framework, including efficiencies and modernization of access management systems.
- Overseeing all short-term alterations to freight schedules and managing the relationship with inter-operators and access providers, including ARTC, as required.
- The position is responsible for overseeing Regional Signal Control Staff and ensuring compliance, training, budgetary, personnel, training and safety requirements are met.
About you
As an experienced rail professional, you will have a track record of managing conflicting priorities, adapting to unforeseen changes in an operational context, and managing stakeholder expectations.
Our ideal candidate will possess the following:
- Demonstrated alignment with V/Line's values of responsiveness, integrity, impartiality, accountability, respect, leadership, and human rights.
- A background in rail transportation planning, including the use of TrainPlan (or equivalent) is essential.
- At least three years of experience working in rail transportation, government, or industrial environments is desirable.
- Leadership experience, including the management of teams and mentoring emerging leaders.
- A thorough understanding of how to implement new and updated systems in a railway operations environment.
- Experience in business improvement and change management is advantageous.
- Possess a strong commercial outlook and business acumen.
