Job description

The Manager Offender Services ensures the effective and efficient delivery of a broad range of rehabilitation services delivered by external providers that aim to reduce reoffending and support the reintegration of offenders back into the community following release from custody.
This will be achieved through contract oversight, high level stakeholder relationship management, governance processes, training and capability development, and provision of high-level expertise and advice.
It includes the oversight of procurement processes to secure the necessary services from non-Government organisations through open tender procurement processes and the overall management of the Agency’s Offender Services across a range of areas including housing, mental health support, substance use treatment, parenting, life skills, health and family support.

The Manager, Offender Services, will:

  • Manage and lead staff coordinating Offender Services for QCS.
  • Manage delivery of Offender Services across correctional centres and Community Corrections locations, including planning and monitoring of service delivery.
  • Maintain a high standard of professional knowledge and skill in the Offender Services field.
  • Develop procurement strategies and processes for managing contracted service delivery from organisations involved in the provision of Offender Services on behalf of QCS in liaison with the QCS Strategic Sourcing Command.
  • Development, implementation and oversight of services that address high priority and evidence-based rehabilitation issues.
  • Develop innovative programs and services and evidence-based solutions to offender needs, including priority groups such as women, Aboriginal and Torres Strait Islanders and offenders with a disability.
  • Manage the quality assurance of Offender Services program and service delivery across operational locations in custodial and community correction locations for the Agency.
  • Oversee monthly reporting processes against throughput and quality indicators and ensure measurements and KPIs present data that accurately reflects Agency level deliverables.
  • Develop and implement strategies that deliver high quality Offender Services to offenders.
  • Provide high level advice to the Agency regarding the delivery of offender programs and services.
  • Provide expert advice to the Director regarding human, financial and physical resources to ensure that activities, systems and processes meet organisational needs.
  • Management and preparation of strategic advice and ministerial and executive correspondence ensuring accuracy and timelines are met.
  • Manage the provision of advice, support and training to relevant custodial and community corrections staff involved in supporting the delivery of offender service model and processes. Lead and participate in high level liaison with external and internal stakeholders.
  • Liaison with other Federal and State Government agencies who provide services to prisoners and offenders as part of their reintegration to the community to provide input and resolve interface issues, such as Centrelink, Housing and others.
There are no mandatory qualifications for this position however a degree in psychology, social work or a related discipline would be highly regarded. Possession of post graduate qualifications (or significant progress towards post graduate qualifications) in a relevant area will be highly regarded.
