Under the direction of Director the Services Engineer is responsible for: implementing engineering services and infrastructure initiatives, providing professional advice to Projects and Facilities Management, performing services inspections on new and existing buildings, and liaising with external authorities and consultants concerning engineering services matters.
This position plays a significant role in championing the delivery of high-quality engineering services and infrastructure, sustainability projects, energy
efficiency and life-cycle asset performance across the department.
The role also incorporates safety across projects, inspections and general work. The position will use their communication skills to discuss safety concerns, how they could be rectified, facilitating input from others and closing off the safety risks using frameworks, software and well thought out plans.
Metrics are a key function of how the business operates so a good understanding of using metrics; developing visual graphs are critical to
the role.
Responsibility Decision
- Ensure implementation of UI Design Standards on projects across large, medium and small projects from inception to delivery handover. Ensure engineering milestones for each gate Paper are being achieved.
- Perform building services inspections on projects and raise defects and ensure they are closed out.
- Implement and manage campus engineering and energy efficiency improvements and upgrades in consultation with the Engineering and Sustainability Team.
- Monitor compliance and effective operation of engineering services plant, equipment and infrastructure. Understand campus infrastructure capacity in your relevant discipline. Be able to communicate infrastructure constraints to project teams.
- Undertake delegated procurement and financial management activities for engineering and sustainability initiatives including the preparation of business cases and procurements strategies, managing EOI, RFQ and RFT processes, raising and payment of orders and project financial management and reporting.
- Provide technical and sustainability input and advice to Projects and their design and construction contractors for design specification engineering design review and sign-off; inspection and testing critical requirements during construction phase activities; commissioning
and testing sign-off; and project handover. Work with project teams to ensure all new buildings and building alterations and refurbishments take full advantage of sustainable energy reduction technologies. - Manage documentation relating to Projects and FMS handover including the review and acceptance of O&M manuals, as-built drawings, asset lists, building monitoring system upgrades (including mechanical (HVAC), electrical, fire safety, utilities, and lighting controls), compliance certification, baseline data and retro commissioning.
- Assist with technical and sustainability input and advice to Property and Development Team:
- Prepare detailed engineering feasibility analysis and business analysis to support the planning of future precincts/building envelopes that
align with the UI strategy. This includes options for both Green and brown site developments, capacity planning, budget analysis, reporting
for all UI business units. - Manage the infrastructure, improvement / up-grade programs, provide internal engineering advice, assess asset life cycle
performance, ensure energy-efficient infrastructure, conduct documentation reviews and provide engineering consultancy services to UI and
the where necessary. - Support and implement engineering and sustainability initiatives and projects targeting energy, resource efficiency and demand
management. This includes Energy, Carbon and Water reduction initiatives, usage forecasting, financial implications and regulatory
reporting. - Liaise and co-ordinate with external authority bodies (Councils, power and water utilities and Telcos) concerning engineering
services and infrastructure. - Assist with maintaining up-to-date design standards for asset services and infrastructure, ensuring current best practice technical, functional, life cycle and energy efficiency requirements are included.
- Develop and provide regular management reports on the effectiveness of asset operations and energy management across UI business units.
- Experience working in the higher education sector.
- Knowledge of architecture and/or engineering documentation.
- Knowledge of regulatory requirements in the building industry.
- Preparation of feasibility analysis and/or master planning.
- Knowledge and experience in aspects of Engineering relating to Building Services assets, including HVAC and lighting systems and controls, hydraulic services, fire services, Vertical transport systems, Building Management Control Systems, and current best practices in environmentally sustainable design of building services plant and equipment servicing buildings.
- Proven expertise in the management of multiple projects/activities, with a solid understanding of the business implications of managing the engineering infrastructure for a large portfolio.
- Skills and competence in using Energy and Water Management Systems to monitor water and gas assets and deliver measurable operational and energy efficiency improvements.
- Skills and competencies for developing, implementing, and monitoring sustainable energy, gas, and water reduction management programs.
- Skills in compiling, analysing, interrogating and management of multiple data and information sources to enable problem solving, resolution and reporting.
- Skills, competence and experience in aspects of Building Services engineering, planning, design, construction, commissioning and operation and maintenance, including BCA and Australian Standard Requirements.
