POSITION PURPOSE
The purpose of the OFCI Manager role is to assist the Project Team by offering project support in supply chain management, equipment procurement, and contract management. The OFCI Manager is responsible for delivering tactical project execution reports and overseeing the sourcing and procurement of equipment from vendors selected by the client.

RESPONSIBILITIES
Supply Chain Management:
  • Oversee the Contract Procurement Plan and provide regular performance reports.
  • Facilitate vendor oversight and performance management for projects.
Contract Management:
  • Manage the site-specific Request for Proposal (RFP) and contracting processes.
  • Ensure a diversified supply chain while mitigating supplier capacity and risk.
  • Conduct supplier sourcing and prequalification processes for new suppliers.
  • Lead the onboarding of new suppliers.
  • Manage financial drawdowns of services through progress claims.
  • Review contract documents for quality assurance before engagement.
  • Handle contractual exceptions in consultation with the project team. 
  • Draft contract documents in strict adherence to approved templates.
  • Ensure effective and timely processing and management of contract documents.
  • Recommend Change Orders for approval.
  • Prepare contractual notices for the client team.
  • Administer the claims management process.
  • Manage the Dispute Resolution Process in alignment with CELA.
  • Oversee the Stage 2 Lump Sum / Guaranteed Maximum Price (GMP) process and engage the Project Controls team as necessary.
  • Provide on-the-job contract advice to the client Project Management team.
Vendor Management:
  • Address any discrepancies with global equipment meeting local requirements.
  • Identify construction issues including safety, spatial, and building compliance requirements.
  • Manage lead times, logistics, and monitoring associated with equipment procurement.
  • Coordinate any required services for equipment.
  • Conduct quality reviews, identify deviations, and resolve them.
  • Obtain Factory Acceptance Test (FAT) Certificates from Vendors.
  • Manage and mitigate risks associated with equipment, including time or cost impacts.
  • Document lessons learned for future projects.
  • Oversee Vendor commissioning, testing, and maintenance of systems according to requirements.
  • Attend meetings as necessary.
Change Management:
  • Facilitate presentations, administer variations, and maintain change registers.
 
TO BE SUCCESSFUL IN THE ROLE
  • Proven experience in Procurement, Contract Management, and Cost Management.
  • Previous involvement in data center construction projects.
  • Bachelor's or Master's degree in a related technical field or commercial background.
  • Demonstrated ability to lead a team and report effectively to client senior leadership.
  • Strong interpersonal skills with a track record of building and maintaining client relationships.
  • Exceptional negotiation skills in both contract and cost aspects.
  • Proficient in verbal and written business communication, with experience in preparing contractual and legal documents.
