TAFE Queensland also implements the Australia Pacific Training Coalition (APTC) on behalf of the Department of Foreign Affairs and Trade (DFAT). APTC is a centre for training excellence, providing Australian-standard training qualifications and skills across the Pacific and Timor-Leste. As Australia’s key Technical and Vocational Education and Training (TVET) investment in the region, APTC works collaboratively with TVET stakeholders to achieve training delivery outcomes and reforms to national and regional TVET systems.
APTC has country offices in Fiji, Vanuatu, PNG, Samoa, Solomon Islands and Timor-Leste and representatives in Kiribati, Nauru, Tonga and Tuvalu. The Country Offices are supported by a range of services provided from a regional head office located in Suva, Fiji.

Your Opportunity
The Partnership and Project Coordinator’s (PPC) key responsibility will be to provide administrative, coordination and oversight support to the Country Director with the monitoring and management of partnerships and strategic projects in Samoa and Tonga. The PPC will also establish and drive efficient and effective systems and processes to support timely and quality monitoring and reporting. The role is expected to enhance the achievement of shared partnership objectives under APTC Samoa and Tonga’s formally established partnerships. In addition to this, the PCC will work to ensure successful implementation of projects and initiatives to established standards.
The PPC will employ project management as well as planning, monitoring evaluation and learning (PMEL) techniques and tools to enhance achievement and reporting against Partnership and project activities.
The PPC will also coordinate strategic support from Partnership and Coalitions Unit (PCU) to ensure APTC work is informed by ongoing Political Economy Analysis (PEA) and application of the principles of a Thinking and Working Politically (TWP) approach. The PCU will support the Country Director, APTC staff and key partners and equip them with the skills and tools to apply APTC’s Partnership and politically informed approaches to achieving the EOPOs.
This position reports to the Country Director Samoa and Tonga.
The Total Remuneration Package (TRP) for this role is WST83,297
Key Responsibilities
Partnership and stakeholder support

  • Lead and coordinate the implementation of key stakeholder events to assure strategic value and insight from engagement e.g. partnership/coalition workshops, industry engagements
  • Manage and provide secretariat support to Partnership Management Committees to ensure timely distribution of meeting documents, while ensuring relevant research and consultation undertaken prior to support effective meeting implementation
  • In consultation with Country Director, lead the design and implementation of Partnership Health Checks, Partner MEL workshops and Partner Strategic Planning activities.
  • Support analysis and develop reports in line with partnership, stakeholder and project activities.
  • Employ effective communication strategies and practices to ensure continued and strengthened engagement of partners and key stakeholders; as well value-add information sharing to support effective coordination.
Project Management and PMEL
  • Utilise available and recommended systems and tools to develop and administer project plans
  • Plan, coordinate and project manage partnership activities to ensure achievement against partnership objectives.
  • Ensure project planning and implementation incorporates considerations for GEDSI and APTC Monitoring, evaluation and learning framework requirements.
  • Implement quality processes for effective and accurate records management of stakeholder, partnership information and activities to support planning, monitoring, evaluation and learning practices.
Political Economy Analysis
  • Support systems for ongoing PEA, environmental scanning, stakeholder mapping and application of the principles of a TWP approach for RHO and other campus countries.
  • Support the campus team to utilise the political analysis, insight and understanding of local context to identify local reform agendas and potential opportunities for TVET reform coalitions nationally.
How you will be assessed
The ideal applicant will be someone who has the following key capabilities: * Experience managing, coordinating and administering projects including oversight of secretariat support and records management.
  • Experience working with government, civil society and private sector entities.
  • Demonstrated ability in establishing and implementing monitoring, evaluation and learning system to enable effective evidenced-based and outcomes-based reporting.
  • Strong written and oral communication skills with demonstrated ability to communicate specialised and nuanced information for reporting purposes.
  • Demonstrated ICT skills adeptness to utilizing software and IT systems to support work. Specifically,this may include intermediate to advanced skills in the use of MS Excel, MS Word, MS Powerpoint and MS PowerBI.
  • Experience managing a grant funding mechanism or platform. (preferable)
  • Experience and/or exposure to political-economy analysis, stakeholder engagement, relationship management and capacity development. (preferable)
Mandatory Qualifications/Requirements
  • Graduate qualifications in development, project management or other relevant field.
Highly Desirable Requirements
  • Experience working within an educational organisation would be an advantage.
  • Experience working on an aid funded project, preferably Australian Government, would be an advantage.
  • Working knowledge or fluency of at least one Pacific language would be an advantage.
  • Advanced technical and software skills, data management, analysis, presentation development, workshop design and facilitation.
