The Dilin Duwa Centre for Indigenous Business Leadership is the University of Melbourne's flagship research, education and engagement centre committed to securing equitable access to and participation in the business and economic life of our country and to give First Nations communities greater say and authority over business and economic decisions that impact them.

A major initiative of the Faculty of Business and Economics (FBE) collaborative partnership with the Melbourne Business School Ltd (MBSL), Dilin Duwa plays a central role in identifying and refining the strategic focus of Melbourne's business and economics' Indigenous Strategy. The Centre's activities and programs are championed by FBE and MBSL in accordance with their strategic mission to work alongside Indigenous business stakeholders, researchers and community leaders to secure critical economic empowerment for First Nation Australians. The Centre's hallmark events range from the annual National Indigenous Business Summer School, through to the 1,000 Indigenous Business Leaders by 2025 initiative and the highly successful Murra Indigenous Entrepreneurship program that recently celebrated 10 auspicious years of First Nation entrepreneurial education. The focus of 'Dilin Duwa', which in the Woi Wurrung language of the Wurundjeri people on whose land the Centre is established means everlasting flow, is also on the democratic education of future First Nation stakeholders in enterprise, industry and academia. This Linkage Project brings together a powerhouse of Industry partners including Fortescue Metals Group Ltd, the Minerals Council of Australia, the Australian Bureau of Statistics, the National Indigenous Australians Agency, Procurement Australasia Limited and Storey & Ward Ltd, a law firm specialising in areas such as Native Title and Land Rights; Aboriginal Cultural Heritage Law and Indigenous Business Development to deliver a comprehensive multi-disciplinary, multi-method evaluation of the implementation and impacts of Indigenous preferential procurement programs (IPPPs) on Indigenous businesses, Indigenous communities, procurers' operations and outcomes.

Evaluating the impact of Indigenous preferential procurement programs

This landmark project runs from 13 December 2022 to 12 December 2025. The project aims to highlight ways in which IPPPs can be [re]designed to reduce implementation friction, facilitate access and participation among Indigenous businesses and help guarantee positive effects on Indigenous communities. Anticipated outcomes include an improved capacity for researchers, managers, and policy makers to understand complex organisational, economic, and health systems, the training and development of five First Nation business and economics researchers and progress on a new national data asset in partnership with the Australian Bureau of Statistics that will better inform the research of social scientists and policy makers. The governance framework for the new national data asset will also be a substantial contribution to the National Interest, through the integration of Indigenous data custodians into the framework and embedding Indigenous data sovereignty principles.

The research team of Chief Investigators is led by Associate Professor Michelle Evans, Director of the Dilin Duwa Centre for Indigenous Business Leadership and Associate Dean (Indigenous) of the Faculty of Business and Economics, Professor Marcia Langton AO (Redmond Barry Distinguished Professor, Melbourne School of Population Health), Dr Victor Sojo Monzon (Department of Management and Marketing, FBE) and Dr Cain Polidano, Associate Professor Julie Moschion and Professor Paul Jensen (Deputy Dean, FBE) of the Melbourne Institute of Applied Economic and Social Research. In preparation for the project's launch, the team is now seeking expressions of interest in a PhD position to be funded by this ARC Linkage Project for 3 years.

Applications are sought from prospective graduate researchers with an Honours or Masters degree in a related field who possess strong interpersonal and communication skills (both written and verbal), the ability to relate effectively with a range of people across all levels of the organisation, and who meet the entry requirements for admission to the Doctor of Philosophy (Business and Economics). It is also a requirement that applicants identify as Aboriginal and/or Torres Strait Islander.

The prospective applicant's PhD project will relate to at least one of the project's four National Interest research aims: * The empirical description of the Indigenous business sector

• Investigation into the impact of Indigenous Preferential Procurement Programs (IPPPs) on the Indigenous business sector,
• Understanding of the flow on benefits to Indigenous communities of the implementation of IPPPs and
• Proposal of redesigns to IPPPs to maximise their benefits.

Principal supervision will be provided by Associate Professor Michelle Evans, with additional supervisory panel members to be drawn from the research team. Depending on the successful applicant's disciplinary background, they may be located in the Faculty of Business & Economics Department of Management and Marketing or the Melbourne Institute of Applied Economic and Social Research or in the Department of Business Administration and Analytics.

The Faculty of Business and Economics provides top-up of the tax-free stipend which includes:

• 100% Fee-offset.
• 75% Stipend top-up ~ $54,600 annual Stipend (Living allowance), pro-rata, (2020 full-time study rate), (paid fortnightly), (tax-exempt for full-time study), indexed annually for up to3.5 years full-time (7.0 years part-time) - PhD (Doctoral degree).
• $10,000 Travel & professional development allowance, per year (pro-rata).
• $2,000 Relocation grant for students moving from States or Territories other than Victoria or $3,000 for students moving from outside Australia.
• Full leave entitlements, including paid sick, maternity and parenting leave.
