THE RECRUITMENT ADVISOR – LABOUR HIRE TEAM
About the Position
The Contracts Administrator, Labour Hire role is responsible for undertaking work that is moderately complex to complex in nature, under limited direction. The Contracts Administrator, Labour Hire is expected to maintain a well-developed understanding of relevant policies and legislation and establish treatments to mitigate issues they have identified.
The role will liaise with key internal and external stakeholders and utilise technical expertise to provide advice and manage change leading up to and during electoral events.
Duties
Key position responsibilities:
- In consultation with relevant stakeholders, design and implement processes to support the engagement of Labour Hire Services leading up to and during electoral events.
- Contribute to doctrine, election preparation and delivery activities in accordance with the election readiness framework, according to individual accountabilities and responsibilities.
- Undertake quality assurance activities to maintain the integrity, availability and capability of the procurement process including data input and reporting requirements.
- Provide consistent technical advice on the management and administration of the end to end process to engage Labour Hire Services. Including sound knowledge of procurement systems and relevant policies, guidelines and legislation.
- Contribute to the development and maintenance of associated policies and procedures in relation to the engagement of Labour Hire Services.
- Be proactive in identifying potential problems or issues and resolve or establish treatments to mitigate.
- Develop and maintain relationships with internal and external stakeholder to ensure positive outcomes, including representing the work area at meetings and managing change.
- The volume of requests for advice, along with the urgency to resolve matters, will increase significantly prior to and during both electoral and referendum events.
- Support the State teams to manage the engagement, and replacement where necessary, of Labour Hire Personnel.
- Represent the work area at regular meetings with State teams and Service Providers.
- Proactively identify risks or issues that may occur during an electoral event and establish treatments to mitigate.
THE RECRUITMENT ADVISOR – ONBOARDING TEAM
About the Position
Duties
Key position responsibilities:
- Manage workflow of the team, including allocating tickets to effectively meet objectives within timeframes.
- Assist the Senior Recruitment Advisor, Onboarding to manage team reporting, intranet guidance and team guidance material, including pre-employment checks.
- Maintain strong understanding of internal policies, including the Enterprise Agreement and any relevant Determinations.
- Support the team and broader section with projects, including testing of system updates.
- Contribute to the development and maintenance of associated policies and procedures in relation to onboarding activities within the Agency.
- Be proactive in identifying potential problems or issues and resolve or establish treatments to mitigate.
- Provide accurate specialist advice, guidance and reporting on team functional responsibilities.
- Demonstrate sound decision making, governed by legislation, regulations, best practice principles or relevant operating instructions and procedures.
- The volume of requests for advice, along with the urgency to resolve matters, will increase significantly prior to and during the delivery of electoral events.
- Work in conjunction with the broader Recruitment section, to ensure a streamlined approach to recruitment of event surge staff throughout the delivery of electoral event.
- Support the Recruitment section and broader Agency to manage rosters associated with phone coverage during electoral events.
THE RECRUITMENT ADVISOR – SURGE RECRUITMENT TEAM
About the Position
Duties
Key position responsibilities:
- Lead the administrative function for surge recruitment programs including drafting minutes, organise working group meetings, and maintaining project registers and documentation as required.
- Conduct research and analysis to obtain evidence-based conclusions and assist in the management, preparation and coordination of policy or procedure formulation and/or project management.
- Provide accurate specialist advice, guidance, and reporting on team functional responsibilities.
- Make and communicate decisions using good judgement, expertise, and knowledge, governed by legislation, regulations, best practice principles or relevant operating instructions and procedures.
- Support the delivery of the Contingent Divisional Returning Officer Program and ensure the Pastoral Care Framework is in operation to support APS Secondees.
Requirements/Skills
- Sound knowledge of labour hire and recruitment policies, procedures and practices and experience in provisioning.
- Sound knowledge of recruitment policies, procedures and practices and experience in managing onboarding activities.
- Proven ability to manage competing priorities across a number of different programs/projects within tight timeframes and in line with legislative requirements.
- Proven ability to communicate effectively whilst anticipating stakeholder needs and expectations across a geographically dispersed network.
- Proven analytical abilities with the ability to propose and facilitate change and contribute to business improvement strategies.
- Demonstrated ability to proactively identify potential problems or issues and resolve or establish treatments to mitigate.
- Demonstrated ability to manage staff while developing capabilities, encouraging career development and promoting professionalism.
- Demonstrated personal integrity whilst achieving results within legislative and policy parameters.
Additional Mandatory Requirements
- Political neutrality.
- Only candidates with Australian Citizenship will be eligible for this position.
- A minimum of BASELINE Security Clearance is required for this position.
