Job description

The Treasury is offering an opportunity for a high performing ASIC team member at ASIC4 or EL1 level to join the Payments Licensing Policy Unit at Treasury on secondment, as an Analyst or Assistant Director respectively.  

The Government made a commitment to introduce legislation on a new payments licensing framework in 2024, followed by further reforms including regulations on mandating the ePayments Code in 2025-2026.

Two consultation papers were published last year (first consultation and second consultation papers), and the next stage is to develop and finalise policy specifications, followed by consulting on exposure draft legislation and then introducing legislation in parliament. This Fact Sheet shows a high level summary of the reforms.

About the Unit

The Unit currently has 5 people, spread across Canberra and Sydney.

You will have the opportunity to play a key role in shaping payments industry regulatory landscape and protecting users.

Location: Canberra, Sydney, Melbourne, or the ability to work remotely from other locations.

Timing: 1 year with potential for extension depending on the business needs of ASIC and Treasury.

Candidates

Successful candidates will display flexible thinking, initiative and good judgement, and be able to work across multiple complex policy issues. They need to be able to lead workstreams and work collaboratively with others.

The following knowledge or experience will be highly regarded for the role:

  • Strong analytical, communication and stakeholder management skills.
  • Flexibility and initiative in the face of new, and often unexpected developments.
  • Policy and/or legal background.

Familiarity or the ability to pick up and hit the ground running on solving Chapter 7 of the Corporations Act issues would be ideal.

The Unit is part of the Financial System Division, which is responsible for policy advice to Government on financial sector policy matters.
