About the Role

This position is responsible for effectively working as part of the Development Assessment and Building Certification Team at a senior level to deliver high quality building assessment and certification services.

Key Responsibilities

  • Conduct assessment of Development Applications, Complying Development Certificates, Construction Certificates, Occupation Certificates, building information certificates and applications for movable dwellings, plumbing and drainage works, inspections, Swimming Pool compliance applications under the Swimming Pools Act 1992 for all classes of buildings under s68 of the Local Government Act 1993.
  • Conduct inspections of residential, commercial, and industrial building/premises for component compliance, safety and building information certificates subject to Accreditation Level. 
  • Participate in meetings/consultations with relevant stakeholders. 
  • Undertake compliance and enforcement functions that affect the Local Government Area.
  • Assess performance-based alternative solutions under the NCC and provide support in performance-based alternative solution assessment to colleagues.
  • Assist in the development of policies, programs, and procedures relating to the Development 
  • Assessment and Building Certification team’s responsibilities. 
  • Assist in the mentoring and development of team members in consultation with the Building Certification Coordinator. 
  • Preparation of reports, briefings, and general. 
  • Maintain an awareness of legislative and policy changes that impact on the responsibilities of the Development Assessment and Building Certification team. 
  • Issuing of Notices to Comply and collation and preparation of relevant evidence for legal proceedings and acting as a Council representative in the Land and Environment Court as required.

Skills and Experience

  • Tertiary qualifications relevant to the role (i.e., Advanced Diploma in Building Surveying, Bachelor of Building Surveying).
  • Hold a minimum accreditation level of Building Surveyor – Restricted (all classes of buildings) (formerly A2) or Building Surveyor - Unrestricted (formerly A1) (preferred). 
  • Demonstrated extensive experience in building surveying or related discipline.
  • Demonstrated experience in leading and working effectively in a team and independently.
  • Substantial experience relevant to the role including legislative interpretation e.g., NCC, Environmental Planning and Assessment Act, Local Government Act, applicable Australian Standards etc.
  • Highly developed time management, planning, administrative and computer skills. 
  • High level of communication skills (oral and written) and interpersonal skills including conflict resolution and negotiation skills.

Salary package in the area of $101K -$121K TRP with an annual Accreditation Allowance of $6,000 (A1 Accreditation) or $4,000 (A2 Accreditation), generous leave entitlements and ongoing training and development opportunities. Interstate candidates encouraged to apply if seeking a change of scenery.
