Job description

This team will work alongside the Queensland Police Service (QPS) as part of Taskforce Guardian (formally Specialist Youth Crime Rapid Response Group (SYCRRG)) to provide temporary, concerted additional resourcing to youth crime hotspots to assist in increasing Youth Justice supervision, community engagement and coordination. This specialist youth team will be a highly mobile, highly agile specialist unit to provide support where it is needed most to focus on high-risk young offenders.
The Senior Aboriginal and Torres Strait Islander Cultural Capability Officer provides leadership on strengthening culturally responsive and effective practice for Aboriginal and Torres Strait Islander children, young people, their families and communities. This role will identify and respond to system wide opportunities to build Cultural Capability and implement culturally safe practices.

Youth Justice provides early intervention, statutory Youth Justice and detention services to ensure that young people are held accountable for their offending behaviour. We help support them to become responsible members of the community.
The Senior Cultural Capability Officer key responsibilities are:

  • Assist and support Youth Justice staff and relevant community stakeholders in culturally appropriate, assessment, case planning, service delivery and court advice for Aboriginal and Torres Strait Islander young people and their families in accordance with relevant legislative provisions, statutory delegations, departmental policies, procedures and contemporary best practice.
  • Plan, implement and monitor programs, projects and activities that contribute to the achievement of Youth Justice Aboriginal and Torres Strait Islander cultural and business objectives, including cultural safety, policy, practice, advice and Cultural Capability.
  • Travel to specific Youth Justice hotspots for up to 21 days at a time and build professional relationships with Aboriginal and Torres Strait Islander agencies and communities with a focus on developing a shared responsibility and ownership in order to ensure the successful transition of children and young people.
  • Provide authoritative cultural advice and support to Youth Justice management and staff to embed culturally safe policies, practices, programs and procedures relevant to Aboriginal and Torres Strait Islander children, young people and their families into Youth Justice Services.
  • Contribute to the development of Cultural Capability and implement quality assurance mechanisms that support monitoring and continuous improvement of services to Aboriginal and Torres Strait Islander children, their families and communities.
  • Identify emerging opportunities and issues, and maintain a comprehensive, overview on developments and events impacting the department's commitments and opportunities to Aboriginal and Torres Strait Islander representation.
  • Prepare submissions, reports, executive briefs, and correspondence on a range of strategic Aboriginal and Torres Strait Islander cultural matters.
Mandatory requirements:
  • It is a genuine occupational requirement that this position be filled by an Aboriginal and/or Torres Strait Islander person. One of the referees should be an Aboriginal and/or Torres Strait Islander person who can attest to the applicant's background, knowledge, skills and experience as they relate to the cultural capabilities.
  • This role will require flexibility to be able to travel and work outside of hours whilst on deployment for up to 21 days at a time. Remuneration, or otherwise, for work performed outside the spread of hours will be determined in accordance with the applicable Award provisions.
  • As travel is a requirement of this position, it is a requirement that the applicant hold a current “C” Class Drivers licence.
