Period of Appointment
There will be 2 x Permanent appointments made from this recruitment process.
Hours per fortnight
Up to 73.5 hours - flexible options available.
Duties
Lead a whole of service coordinated approach to industrial relations management in the Tasmanian State Service and implement the government’s industrial relations and employment management priorities.
Liaise, consult and negotiate at senior management level with agencies, unions and employee representative and community organisations.
Contribute to broader workforce and employment initiatives led by the State Service Management Office.
Undertake other duties within this level and range of responsibilities which are within the employee’s level of competence and skill.
Industrial relations advocacy focus:
Develop and implement specific reforms, including leading and participating in project teams.
Define and provide advice on emerging industrial relations issues and assess their impact on efficient and effective state service employment management.
Represent and advocate for the Employer on industrial relations issues in various formal and informal settings and tribunals.
Prepare complex and sensitive submissions on matters that have significant IR/employment management impact for Agencies and Government.
Industrial relations policy focus:
Identify and develop appropriate responses to issues requiring attention through policy initiatives, regulation, negotiation and research to develop options and solutions that are consistent with contemporary and evidence based best practice.
Monitor the implementation and impact of industrial, employment and management policies and undertake investigative and analytical research and analyse policy developments outside Tasmania and advise on implications.
Prepare a range of written documentation including ministerial and Cabinet documentation and correspondence, reports and briefing notes, speeches, media releases, promotional material, publications, website content and other material as required.
The incumbent can expect to be allocated duties, not specifically mentioned in this document, that are within the capacity, qualifications and experience normally expected from persons occupying positions at this classification level.
Desirable Requirements
A tertiary qualification equivalent to a Bachelor Degree or higher in a relevant discipline and/or extensive experience in employment management, incorporating advocacy, policy development and a comprehensive knowledge of employment policy, practice and regulations.
