Job description

The Australian Bureau of Statistics is seeking to recruit several Software Developers and Programming Officers to work in various roles in our Applications & Capability Branch and our Data Sourcing Division.

The key duties of the position include:
As a Software Developer or Programming Officer within the Applications & Capability Branch

you will play a pivotal role in managing and enhancing various third-party software packages while actively contributing to development tasks across multiple technologies. Your responsibilities will span from integrating external systems to troubleshooting production issues. You will be required to work in partnership with ABS business areas, external stakeholders and suppliers, as well as collaborate with other ABS Technical Teams, to ensure the security, performance and maintainability of these critical applications.


 
As a Software Developer within the Data Sourcing Division you will be tasked with the development of electronic surveys using the Confirmit Platform, ensuring they adhere to ABS standards. These surveys will be used by ABS Interviewers and members of the public to provide data to the ABS. You will engage with business areas to ensure that survey eforms are fit for purpose.

As an APS 4 or APS 5 Software Developer or Programming Officer your role may include the following duties: 

  • liaise with clients and other stakeholders to understand business needs
  • working closely with the project teams to transition delivery for new systems into Business as Usual (BAU)
  • utilise your research and analysis skills to identify trends and prepare project briefs to support informed decision-making and planning
  • design, develop, test, deploy and operate business application solutions and improvements to best meet functional and non-functional needs
  • apply best practice for the associated application’s technology stack, surrounding architecture and divisional application delivery practices
  • actively monitor and respond to production incidents and problems, applying IT service management best practice as per the division’s policies
  • seek opportunities to improve operational health for the solutions, in areas such as availability, performance, security and efficiency
  • contribute to team health by actively participating in all agreed team ceremonies and supporting continuous improvement initiatives within the team context. 

Additionally, as an APS 5 your role may include the following duties:  

  • utilise your leadership skills to coordinate workshops to enable the success and facilitate the removal of blockers to the team’s success
  • assist the team lead in development of strategy and roadmaps for the solution
  • liaise with partners and vendors to resolve critical issues, as well as using their expertise to make informed design and implementation decisions
  • support other team members in their work and provide technical coaching and mentoring.
Eligibility

To be eligible to apply for these roles role you: 

  • must be an Australian citizen at the time you apply
  • will need to undertake pre-employment checks, including national police check and health assessment
  • will need to obtain (or hold) and maintain a Baseline security clearance.
Notes

To be suitable you should have most or all of the following skills, qualities and experience: 

  • software engineering and/or enterprise application integration skills and experience including relevant ICT qualifications
  • client liaison, communication, negotiation and influencing skills
  • ability to work independently with minimal direction and as an effective member of a team
  • ability to analyse requirements, build new functionality and provide robust design solutions
  • demonstrated passion for developing quality code and an eye for detail
  • ability to analyse and resolve complex business and system related problems. 

The level of proficiency and experience across the criteria is as follows:

  • APS 4s would be expected to have proficiency and experience
  • APS 5s would be expected to have sound proficiency and experience.

As well as at least one of the following (multiple would be highly desirable): 

  • Java development, including JBoss and REST services
  • experience in development using .NET C#
  • HCL Notes development
  • PEGA Low-Code platform
  • database development including SQL and PL/SQL.
  • CI/CD experience with any of Octopus Deploy, Jenkins, GitLab
  • Informatica ETL product suite
  • proficiency with JavaScript, jQuery and HTML
  • a strong understanding of WACG and the Digital Service Standards.
