About the opportunity

The Standards Officer/Senior Standards Officer, Flight Operations Standards (S/SO FOS) is an exciting new position that covers the formulation, development and maintenance of policies, safety regulations and associated guidance material in relation to the rotorcraft and aeroplane aspects of Flight Operations, with a particular focus on rotorcraft and smaller aeroplane air transport operations. The S/SO FOS will also provide input to the future introduction of crewed advanced air mobility platforms. This is a technical leadership role and will be provided with challenging activities requiring the application of the candidate’s knowledge and experience.

The SSO FOS will work closely with CASA oversight staff, the Operational Implementation Branch and industry to identify areas for aviation rule and guidance improvement and implement strategies to enhance safety initiatives.

The Standards Officer FOS FOI 1 is responsible for the following deliverables, which represent an ongoing body of work:

·        Undertaking research, drafting reports, making recommendations, and preparing proposals and responses in relation to rotorcraft and smaller aeroplane operations.

·        Assisting with the development and maintenance of rotorcraft and small aeroplane operations safety standards, policy, and guidance material.

·        Contributing to the review and drafting of relevant instruments, as a subject matter expert (SME).

·        Develop consultation advisory documentation and post-consultation decision documents, including the analysis of consultation responses.

·        Develop and/or analyse proposed changes to the Australian Aeronautical Information Publication (AIP).

·        Support the implementation of rotorcraft and small aeroplanes Operations Standards initiatives.

·        Participating in various forums both nationally and internationally, as required.

The Senior Standards Officer FOI 2 is responsible for the following deliverables, which represent an ongoing body of work:

·        Undertaking research, presenting reports, recommendations, proposals, and responses as required in relation to rotorcraft and smaller aeroplane operations.

·        Developing and maintaining rotorcraft and smaller aeroplane operations safety standards, policy, and guidance material.

·        Contributing to the review and drafting of relevant instruments, as a subject matter expert (SME).

·        Develop consultation advisory documentation and post-consultation decision documents, including the analysis of consultation responses.

·        Providing expert, high quality and technical interpretation, advice and guidance on CASA’s regulatory requirements regarding rotorcraft and small aeroplane operation policy.

·        Work both independently and as part of a team to ensure delivery of objectives and may be asked to take a leadership role in the delivery of team outcomes.

·        Establishing and maintaining professional and effective communication with other aviation regulatory authorities, foreign government agencies, the International Civil Aviation Organization (ICAO) and other international representative organisations as necessary on the technical safety standards relating to rotorcraft and small aeroplane air transport operations.

·        Representing CASA, as directed, at various forums both nationally and internationally, including ICAO.

FOI 2 classification recognises a knowledgeable and experienced regulator with the requirement that FOI 2s can demonstrate and exercise both initiative and judgment in the provision of accurate specialist technical knowledge and advice (relevant to their role).

The following are mandatory requirements:

•        Highly developed writing skills and demonstrated ability to perform detailed research and present complex findings and technical recommendations in a clear and concise manner.

•        Ability to lead and manage technical writing projects.

•        Stakeholder engagement experience and capacity to manage professional relationships across an organisation with a broad range of internal and external stakeholders at various levels to develop and drive initiatives.

•        High level understanding of Flight Operations and flight crew training and licensing regulations in Australia’s civil aviation legislation and their application in a regulatory environment

•        Hold or have held the following an Australian Air Transport Pilot Licence (Aeroplane or Helicopter Category Rating).

•        Ability to engage with Aboriginal and Torres Strait Islander employees in a sensitive, respectful and equitable manner.

•        Promotion of workplace safety, equity and diversity, and act in accordance with the CASA Values and Behaviours

The following are desirable requirements:

·        Relevant tertiary qualifications in aviation and/or law

·        Demonstrated understanding of policy making in a regulatory context, including different regulatory approaches and impact analysis

·        Experience as a Chief Pilot, Chief Flying Instructor and/or Flight Examiner

·        Significant experience within the last 10 years conducting operations for operators that would now be operating under Parts 133 and 135 of CASR

·        Hold or have held a type rating on one of the following aircraft: AS330, AS332, AW139, EC225, S76, S92 or an accepted similar aircraft type.

·        Hold or have held a multi-crew pilot type rating for an aeroplane certified in the transport category.

To be considered suitable at the FOI2 Senior Standards Officer (Flight Operations Standards) level you must be able to demonstrate the above ideal candidate requirements at a highly developed level. In addition, you must demonstrate knowledge and ability in the development of legislative polices, regulations and standards.
