Open Arms – Veterans & Families Counselling (Open Arms) has provided veteran mental health support for more than 40 years. Open Arms (formerly Vietnam Veterans’ Counselling Service) was founded by Vietnam Veterans and is a nationally accredited mental health service that provides 24-hour free and confidential mental health support.The Outreach Program Counsellor (OPC) Contract Management section within the Business Operations Branch is responsible for supporting Open Arms service provision by providing high quality and timely contract management enabling services including undertaking the role of panel manager, and engaging OPCs to deliver counselling and other services via the new Panel of Outreach Program Counsellors for the Open Arms Outreach Program PRN2023-741.In accordance with the principles of workplace diversity, Work Health and Safety, participative work practices, APS values and APS Employment Principles the APS
5 OPC Contract Manager will display:
- Contract Management: Proficiency in managing low to medium risk contracts, including the ability to develop procurement and contract documentation accurately and efficiently;
- Performance Monitoring and Risk Management: Skill in actively monitoring contract performance and risks, with the ability to identify and analyse potential issues and develop appropriate strategies to achieve contract outcomes; and
- Stakeholder Engagement: Strong ability to consult with a diverse range of stakeholders, including communication skills and interpersonal abilities to maintain positive and effective working relationships.
Duties
- Manage low to medium risk contracts, including governance, risk, performance and financial management;
- Develop low to medium risk contracts and procurement documentation, including contract management plans;
- Comply with and advise on government and agency procurement and contract management policies;
- Use procurement systems to maintain accurate contract records inclusive of contract spend, contractor performance, risk and outcomes;
- Assess and prepare contract variations and exemption requests, making appropriate decisions based on risk;
- Interpret contract requirements, terms and conditions and ensures that all parties understand and deliver on their responsibilities;
- Develops and maintain effective working relationships with internal and external stakeholders.
- Liaise with internal stakeholders to resolve routine contractual issues and escalate more complex issues;
- Apply and advise on processes for exercising extension options, contract expiry and any required transition management;
- Leverage organisational skills to prioritise tasks and meet competing Deadlines;
- Support the achievement of team objectives and outcomes;
- Perform other duties as directed.
Eligibility
- Under section 22(8) of the Public Service Act 1999, employees must be Australian citizens to be employed in the Australian Public Service (APS).
