About the Role
- The ASD EL1 ICT Web Developer/Administrator is accountable under broad direction to perform and achieve very complex web programming, development work or web administration work within an integrated workforce. They will require an in-depth knowledge of and compliance with legislative frameworks, government decision-making and Australian Signals Directorate’s mission and policy requirements.
- They will exercise a considerable degree of independence and perform a subject matter expert role. Exercising sound decision making and judgement, they will have in-depth knowledge of the ICT solutions development function and be responsible for the administration, development, implementation, sustainment, compliance and review of policies and procedures relevant to their work within that function. They will engage in very complex problem solving and issues management and may coordinate and perform detailed or sensitive projects that impact on strategic, political or operational outcomes for Australian Signals Directorate.
- They may be a team coach or lead an administrative team and will be accountable for the outcomes of the teams work and the appropriate use of resources to produce and achieve outcomes. They are expected to be capable of building team capability through coaching and feedback and reviewing and developing the quality of work undertaken by others within a work unit. They may exercise the associated people and financial responsibilities to achieve work unit outcomes.
- They will be responsible for actively managing key stakeholder relationships and will be required to identify relevant stakeholders, expectations and concerns to develop and communicate methodologies and practices to achieve quality outcomes. They will be accountable to contribute towards ongoing self-improvement and professional development of their work area.

The Australian Signals Directorate Web Services team provides Intranet and collaboration services to ASD and Australian National Intelligence Community customers. We deliver technical support and development of commercial off-the-shelf and open source web application platforms in a secure Linux-based environment.
Our Ideal Candidate
An ASD EL1 ICT Web Developer/Administrator within the Web Services Team will be required to perform the following duties (note: not all duties are required to be performed during a 12 month performance cycle):
- Accountable for managing allocated resources, setting work priorities and managing workflows to ensure accurate completion of work within timeframes and quality requirements for the team.
- Accountable for accurate completion of work within timeframes and quality requirements, sharing own expertise with others and guiding and mentoring less experienced employees.
- Lead the development and implementation of strategies and the evaluation of business outcomes to ensure continuous improvement in the delivery of web communication.
- Apply user centred design concepts and Web best practices to deliver enhanced useable web services.
- Demonstrate experience in web programming languages, scripting, administration, information architecture and analysis to advise and implement web development activities.
- Build and sustain relationships with a range of stakeholders including other teams, peers and colleagues and liaising with other organisations as required.
- Motivate and mentor teams, align complementary skills and allocate resources in a manner that delivers results.
- Evaluate projects to identify critical factors for success and prioritise activities to deliver strategic outcomes.
- Assess and evaluate whole of government, legislative, policy and regulatory frameworks to develop and implement guidelines, procedures and standards.
Desirable Qualifications, Experience or Training
Experience, formal qualifications or training across a breadth of ICT skills, disciplines and platforms is desirable. These could include but are not limited to:
- Web Services
- Linux System Administration
- Web Development
- Web Administration/Publishing
- Database Administration
- Cloud Systems
- Orchestration Services
Eligibility
Citizenship - To be eligible for employment with ASD, applicants must be an Australian citizen.
Health Assessment - The preferred applicant may be required to undergo a medical examination conducted by the Agency’s preferred medical provider.
Organisational Suitability Assessment – To be eligible for employment within ASD, the preferred applicant will be required to undergo an Organisational Suitability Assessment (see Organisational Assessment section).
Security Clearance - The preferred applicant will be required to successfully undergo the security clearance vetting process at a specified clearance level. The preferred applicant MUST be willing to disclose all relevant and required information.
It is a condition of employment that applicants are willing and able to obtain and maintain the requisite security clearance for the duration of their employment with ASD.
