The Role

The acquisition of conventionally-armed, nuclear-powered submarines is an historic and transformative endeavour for Australia. The whole-of-nation effort to safely and securely deliver the cutting edge nuclear-powered submarine program will transform Australia’s economic and national security landscape for decades to come. 

As an EL 1 working within the ASA Finance Branch, you will strengthen your leadership and technical skills, and be provided the opportunity to influence decision-making through the provision of accurate, timely financial information, analysis and advice.

We are seeking to fill a number of vacancies within the ASA Finance Branch across the following disciplines:

  • Cost Estimation and Assurance
  • Financial Reporting and Policy 
  • Nuclear-Powered Submarine Program Finance Business Partner Support

The Australian Submarine Agency (ASA) Finance Branch supports the Chief Financial Officer and the ASA through the provision of expert strategic support and advice on the development of the acquisition, sustainment and disposal of nuclear-powered submarines (NPS).

  • Comprehensive understanding of the Australian Government's financial framework and the accrual accounting principles in a public sector environment. 
  • Demonstrated experience in developing, guiding and leading a high performing and cohesive team to deliver quality outcomes aligned with strategic outcomes and within strict deadlines and competing priorities.
  • Demonstrated ability to cultivate and maintain productive, professional working relationships with senior leaders across internal and external stakeholders within an integrated workforce, including facilitation and representation experience.
  • Demonstrated ability to exercise a considerable degree of independence with the ability to exercise sound decision making and judgement in providing expert policy advice. 
  • Excellent interpersonal and communication skills. 
  • Professional membership of CPA Australia or CAANZ (or progress towards) is desirable.
  • In addition to the core EL 1 capabilities above, candidates will be considered for specific roles by demonstrating the following key technical skills relevant to the Directorate:

Cost Estimation and Assurance

  • Experience in the use of life cycle cost estimation methods, risk and uncertainty analysis and a high level of data modeling, data analysis and financial forecasting techniques.
  • Demonstrated ability to present cost estimates to decision makers to facilitate the consideration of business cases and submissions.
  • Demonstrated experience in developing and assuring relevant program cost estimates and financial information, utilising cost models and corporate financial systems to prepare Executive Briefs and Cabinet Submissions.
  • Demonstrated ability to provide expert costing policy, legislation and operating framework advice to all stakeholders.

Financial Reporting and Policy

  • Experience in the development, planning, monitoring and management of an entities Financial Framework, including the preparation of training, policy and guidance materials to support Commonwealth Officials to understand their responsibilities when undertaking business activities.
  • Demonstrated experience in the planning, preparation and delivery of all phases of the annual financial statement process, including reviewing quality assurance process, submission of briefing materials and reports for the Executive and Audit Committees.
  • An advanced understanding of International and Australian Accounting Standards, Public Governance, Performance and Accountability Act 2013, and relevant Commonwealth and legal concepts and issues in the context of complex accounting matters.

Nuclear-Powered Submarine Program Finance Business Partner Support

  • Demonstrated depth and experience in developing and maintaining collaborative Finance business partnerships, including the provision of strategic financial advice, identification of financial risks and opportunities, with a strong focus on commercial cost drivers and linkage to budget development, management and analysis.
  • Demonstrated experience in complex to very complex financial problem solving and issues management to support decisions that impact on strategic, political or operational outcomes.
  • Demonstrated experience and well-developed skills in the preparation of briefs and reports, which identify and provide recommendations to financial and budget management issues and new proposals.
