The Opportunity
The Department of Parliamentary Services (DPS) is recruiting for a PEL1 Contract Manager within its Property Services Branch. The Property Services Branch is responsible for delivering building infrastructure projects that enable Australian Parliament House to function effectively as a safe and accessible building. The Contract Manager will be an integral part of a team of project professionals who in close consultation with the Managing Contractor will provide expert contract management advice and assistance, to achieve desired outcomes across the branch on a range of construction contracts. The Contract Manager will take the lead with internal and external stakeholders to monitor the progress and performance of contracts and projects. They will also take the lead to ensure all parties meet their obligations and implement strategies as required.
Who we are looking for
The successful applicant will be expected to establish and maintain strong stakeholder relationships in a unique operating environment. In addition, the successful candidates must be aware of and have the ability to implement modern project methodology models, and have a strong understanding of Commonwealth Government Procurement, Finance and Governance requirements. Our ideal candidate will have:
Proven ability to communicate effectively in Contract Management and/or other relevant areas.
Strong organisational and time management skills.
Proven ability to establish and maintain relationships with key stakeholders and colleagues.
Proven ability to undertake work with a high level of complexity and sensitivity.
High level analytical and problem-solving skills.
Knowledge of and compliance with Commonwealth guidelines and legislative frameworks.
Job Specific Requirements:
The successful applicant will be required to obtain and maintain a Negative Vetting 1 (Confidential/Highly Protected/Secret) security clearance.

Duty Statement
Classification: Parliamentary Executive Level 1 Branch: Property Services Branch Section: Contracts and Business Support Immediate supervisor: Director, Contracts and Business Support
Under limited/general direction undertake duties in accordance with the agreed standards for the Parliamentary Executive Level 1 classification. The duties will include, but are not limited to, the following:
1. In close consultation with the Managing Contractor provide expert contract management advice and assistance, to achieve desired outcomes across the Branch on a range of construction contracts. 2. Collaborate with internal and external stakeholders to monitor the progress and performance of contracts/projects. Take lead to ensure all parties meet their obligations, implement strategies as required. 3. Provide project governance and business support to Branch Executives and Project Managers with respect to contract management, project budgets, project progress and performance, while ensuring alignment with project delivery. 4. Prepare a range of written material including Senate Estimates briefs, Questions on Notice, departmental briefs and Executive Committee papers. 5. Evaluate and monitor complex situations accurately and identify viable solutions that create successful outcomes for the program and stakeholders. 6. Lead a small team and develop capability to support the direction of the branch. 7. Other duties as required.

Conditions of Employment
Employment opportunities at Department of Parliamentary Services are subject to a range of conditions prescribed in the Parliamentary Service Act 1999 which include:
Australian citizenship – to be eligible for employment with DPS, applicants must be an Australian Citizen.
Security clearance and character clearance – the preferred applicant will be required to obtain and maintain a security clearance at the level specified, as well as complete and be deemed suitable through a Nationally Coordinated Criminal History Check.
Health assessment – a pre-employment health assessment will be required where there are physical or medical requirements for the role.
