About the role
The Australian Financial Security Authority (AFSA) is responsible for managing the application of bankruptcy and personal property securities laws through the delivery of high-quality registry, trustee, and regulatory services.
The Regulatory Services Division conducts compliance activities, provides trustee services and exercises statutory coercive powers to minimize harms and maintain community confidence.
The Regulatory Services Division:
- Conducts a compliance program to detect and address behaviours that can undermine community confidence in the personal insolvency system.
- Administers bankruptcies, personal insolvency agreements and debt agreements where a registered trustee or debt agreement administrator is unable to do so, and the administration of the matter is in the public interest.
- Preserves restrained property placed under the control of the Official Trustee and sells forfeited property pursuant to orders made under the Commonwealth Proceeds of Crime Acts and the Customs Act.
- Acts as special trustee for government agencies pursuant to court orders.
- Oversees and manages the operation of the Personal Property Securities Register (PPSR).
Purpose of the Position
This position is responsible for the management of a suite of practice documents (practice guides, standard operating procedures, work instructions, etc.) that assist operational staff to deliver Official Trustee and Official Receiver services that are effective, efficient and in accordance with the legislative frameworks.
Key accountabilities
- Lead a team to monitor developments in legislation, case law, practice, and the broader operating environment of AFSA’s statutory responsibilities and maintain practice documents to support operational practice in accordance with legislative and policy frameworks.
- Deliver practice documentation to implement agency strategic priorities, audit recommendations and recommendations of other reviews and reports.
- Identify and contribute to the development and implementation of best practice through continuous process improvement and change management functions aligned to broader government and organisational initiatives.
- Manage an online repository of practice documents in support of divisional service delivery.
- Consult and communicate with internal stakeholders and subject matter experts about practice changes and priorities. Use a participatory co-design approach to develop new practice management material and communication tools.
- Build and maintain collaborative relationships with internal and external stakeholder groups.
- Engage with operational and strategic projects, providing subject matter expertise and divisional representation where required.
- Lead, guide and support workers to understand and adhere to all WHS obligations and take responsibility for own health and safety and that of others.
