Job description

The Office of the Inspector-General of Intelligence and Security (IGIS) is central to the independent oversight of the Australian intelligence and security agencies. The Inspector-General is an independent statutory office holder who reviews the activities of Australia's intelligence and security agencies to ensure they act legally and with propriety, comply with ministerial guidelines and directives, and respect human rights. All IGIS staff members assist the Inspector-General to provide assurance to ministers, the parliament and the public that these agencies are using their powers as intended.

The key duties of the position include
The Assistant Inspector-General, Legal and Assurance leads a branch to discharge the legal, complaints and governance responsibilities of the Office.
Key responsibilities of the Assistant Inspector-General, Legal and Assurance role:
  • As part of the OIGIS Executive team, support the Inspector-General and the Deputy Inspector-General in the exercise of their statutory functions and in the running of the agency
  • Lead the work of the Legal and Assurance Branch to provide Legal and other advice relevant to the legal, complaints and governance practices of the agency, and to:
    • provide advice that is accurate, relevant and timely
    • apply legal expertise to complex oversight and complaints matters
    • ensure that operational, administration and staffing arrangements are effective and efficient
    • drive necessary change across the agency
    • develop and mentor a team to provide key support to the agency as it grows in size and function
    • ensure OIGIS meets its public service agency governance obligations as required by legislation and policy
    • manage the day-to-day activities and operations of the legal practice, complaints and governance (which includes risk) functions for the Office.
  • Contribute to the achievement of the OIGIS Corporate Plan's objectives by:
    • strengthening OIGIS legal, complaints and governance functions and frameworks to meet the needs of a growing agency
    • overseeing the review of the IGIS complaints capabilities and ensure that complaints handling capacity continues to develop
    • continuing to grow capability in staff for work to be performed now and into the future
    • maintaining and continually strengthening specialist knowledge personally and for staff
    • embedding a positive risk culture through the OIGIS Risk Management Framework
  • Represent the Office and maintain effective relationships at a senior level with Parliament, other Government departments and agencies, and other stakeholders.

  • Be approachable, creative and innovative in developing new ideas and methods to progress the work and priorities of the Office
  • Possess excellent stakeholder relationship skills and the ability to work collaboratively across government and outside
  • Have expertise in public law, especially administrative law and statutory interpretation, and the provision of legal services to government in these fields, including in the context of public inquiries or investigations and the development, implementation and administration of legislation.

Essential skills and experience
  • Legal qualifications and extensive legal experience
  • An unrestricted practicing certificate (or eligibility to hold one), in the Australian Capital Territory or other Australian State or Territory
  • Demonstrated experience leading in a complex operating environment.
  • Excellent leadership and staff management skills
  • Highly developed communication skills and the ability to build and maintain strong professional and collaborative relationships with a diverse range of stakeholders to achieve objectives.

Highly Desirable skills
  • Demonstrated experience in legislative reform and implementation
  • Demonstrated experience in risk management and governance.

Remuneration
This is a critical senior appointment, and the remuneration package will therefore be structured to attract and retain an outstanding appointee. The remuneration package includes an attractive base salary, executive vehicle allowance, non-cash benefits (such as parking, airport lounge membership and IT equipment), superannuation, and may include relocation expenses, if applicable.
