About the Team

The Australian Radioactive Waste Agency (ARWA), a newly established Commonwealth Agency, has a unique opportunity to lead and shape the future of Australia's expertise in radioactive waste management with a dynamic, multidisciplinary team working together to implement the Government's commitment to the safe and secure management of the nation's radioactive waste.

The Human Resources (HR) team, which is part of the Agency's Corporate Services Group, provides proactive strategic and operational HR advice and support by working in partnership with business areas. Reporting to the Manager Corporate Services, Assistant Manager, Human Resources is a diverse role working with multiple teams to support ARWA's people. They are responsible for the delivery of business planning and working collaboratively with the business to deliver the human resource management function for the Agency.

Our ideal candidate

Essential:
  • Extensive experience in human resource management including HR systems and reporting
  • Proven experience in provision of complex HR advice and support
  • Demonstrated ability to influence key stakeholders in order to achieve effective outcomes
  • Proven ability to contribute to the development of HR policies and strategies to support agency goals and initiatives
  • High level knowledge of government legislation, policies, procedures and systems, particularly related to human resources inclusive of APS guidelines and standards as they apply
  • Well-developed interpersonal skills that foster trust and cooperation, and a proven ability to work effectively and with integrity within a politically sensitive environment
  • Demonstrated ability to work in a fluid environment, remaining flexible, agile and adaptable supporting colleagues at short notice.
  • Demonstrated strong written and verbal communication and interpersonal skills including good influencing skills and proven ability in writing and editing high level documentation and reports
  • Demonstrated knowledge and commitment to promoting and creating a safe and inclusive work environment.
Qualification/s:

Tertiary qualification in Human Resources Management/Business Management, or relevant experience working in human resources

What you will do

As the Assistant Manager HR you will be responsible for providing advice and support on a range of HR matters, liaising with internal and external stakeholders and maintaining effective working relationships.

The duties may include but are not limited to:
  • Manage the development and implementation of diversity and inclusion strategies and plans for ARWA.
  • Provide strategic advice, problem solving and issues management in relation to learning and development.
  • Work with the business areas to design effective learning and development strategies and programs for their staff.
  • Lead consultation with internal stakeholders about learning and development needs and activities.
  • Contributing to the development, interpretation, consultation and application of human resource related policies, procedures and guidance material.
  • Providing HR support, guidance, and advice to managers regarding recruitment, talent management and succession planning.
  • Managing, resolving and responding to a range of employee enquiries in accordance with the DISR Enterprise Agreement, work practices and relevant legislation.
  • Researching, interpreting and applying an extensive knowledge of the APS-HR legislation, APSC policy and the current DISR Enterprise Agreement requirements to provide advice
  • Providing support to managers and employees to enable them to build a positive inclusive culture in line with ARWA's vision, the APS Values and Code of Conduct.
  • Driving continuous improvement of HR systems and processes, implementing changes based on feedback to facilitate business improvement.
  • Lead, coordinate and contribute to human resources project work, and the delivery of HR initiatives and strategies.
Eligibility

To be eligible for employment in the APS and the department, candidates must be Australian Citizens.

Positions require a Baseline security clearance and successful candidates will be required to obtain and maintain a clearance at this level.
