About the team
This position is located in the Regulatory Support Team of the National Offshore Petroleum Titles Administrator (NOPTA) and the Offshore Infrastructure Registrar (the Registrar). NOPTA is responsible for the day-to-day administration of petroleum and greenhouse gas titles in Commonwealth waters in Australia. NOPTA is the first point of contact for matters relating to offshore titles administration. The Registrar administers licences for offshore renewable energy projects, including transmission and related infrastructure in Australian Commonwealth waters. Staff supporting the Registrar are located within NOPTA.
The opportunity
We are seeking suitably qualified candidates with relevant experience in administering legislation, to fill two Regulatory Specialist roles within NOPTA. The positions will be based in the Perth or Melbourne Office, although a remote engagement from Canberra or other location within Australia may be considered.

To be considered for this role, you will have skills and experience in line with the APSC Work level standards for an Executive Level 1 position, and be able to demonstrate the following:
  • Experience working within a regulator/administrator, administering legislation.
  • The ability to identify and find practical solutions to complex issues and produce a range of documents to navigate challenging situations.
  • Experience working within and providing expert advice on, established legislative and policy frameworks.
  • The ability to work with a level of independence, under broad direction, with a concurrent need to resolve issues and deliver quality outcomes.
  • The ability to focus on research, analysis and judgement to manage complex issues.
  • Proven ability to engage and collaborate with key stakeholders to identify opportunities, achieve outcomes and facilitate cooperation.
  • Strong interpersonal and communication skills (both oral and written).
  • A tertiary qualification in a relevant discipline (or the ability to demonstrate commensurate qualifications / experience).
What you will do
You will support the team manager and Regulatory Specialist to ensure NOPTA and the Registrar meet their legislative and corporate obligations in relation to offshore petroleum and greenhouse gas storage titles administration and offshore electricity infrastructure licence administration, including the following key responsibilities:-
  • Support the EL2 Regulatory Specialist
  • Assist with management of legal requests and responses
  • Draft legal requests on complex legal matters arising under the legislation administered by the branch, including administrative law matters, compliance and enforcement issues, and freedom of information
  • Assist with implementation of legal advice by operational areas
  • Maintain NOPTA library of legal advice
  • Coordinate NOPTA responses to FOI requests
  • Provide input to policy development
  • Provide input to the review of legislation and legislative drafting instructions
  • Provide comment on legislative drafts.
Eligibility
To be eligible for employment in the APS and the department, candidates must be Australian Citizens.
Positions require a Baseline security clearance and successful candidates will be required to obtain and maintain a clearance at this level.
Notes
Highly desirable:
  • A Bachelor of Laws
  • Experience within the oil and gas sector and/or offshore electricity sector
A merit pool may be established and used to fill future vacancies within 18 months from the date the vacancy was first advertised in the Gazette.
The department does currently offer flexible work opportunities for many roles. This vacancy is VIC - Melbourne - William St,WA - Perth - Mounts Bay based, although flexible or remote work arrangements may be considered. Please reach out to the contact officer to discuss this further.
