About the Branch
The role of the Transformation Office is to provide insights, solutions and advice to decision makers, policy makers and the market to improve scheme operations and position the agency as a modern, efficient and effective regulator.
Branch objectives:
  • Provide (a) advice, (b) support or (c) action on complex scheme implementation & design issues that are workable and enforceable.
  • Influence the direction of potential new schemes or policies that align with the objectives and functions of the agency.
  • Support the Chief Data Officer and the agency to create a data-driven culture that identifies external trends to inform strategic decisions and support business transformation.
  • Increase confidence in the carbon and renewable energy markets by highlighting the role of our schemes and understanding the international context.
  • To model best practice collaboration in delivering our outcomes.
  • Create a renewed focus on synergising interdependencies, maturing governance, driving business transition and benefits realisation through the CER Change Program.

The following teams are part of the Branch:
  • Value Delivery (define)
The Value Delivery Section partners with IT and business teams to investigate opportunities, synergise interdependencies and define highest value business system features for prioritised delivery.
  • Program Management (deliver)
The Program Management Office will oversee, coordinate, monitor and drive the delivery of the change program including ensuring necessary decision papers are coordinated for the Change Program Committee.
  • Business Transition and Change (embed)
The Business Transition and Change Section partners with IT and business to drive engagement, adoption of change and benefits realisation.
  • Data Innovation and Tools
The Data Innovation & Tools section supports the agency to unlock the potential of our data to drive innovation and compliance for the agency.
About the Section
The Business Transition and Change Section plays a pivotal role in defining what change management looks for the agency, with a CER change management framework and is laying the foundations for successful change management practice for our agency. The team partners with key stakeholders to drive engagement, adoption of change and benefits realisation of CER's transformation program and the agency's purpose.
  • The section is also responsible in maintaining and embedding the CER change management framework and a suite of tools and templates for managing the "people" side of change.
  • Leads a change management community of practice and supports our programs, projects and business areas with assessing, planning and implementing change initiatives.
  • Tracking and reporting change impacts to advise Executives on periods of high change activity across the agency.
  • Collaborates with stakeholders to consider and manage the impacts of CER's transformation program and the organisational and reputational risks posed by the change itself.
  • Support the design and execution of activities and interventions to support effective transition to the future state, minimise people-related risks and effectively sustain and reap the benefits

The Value Delivery section is a cross-functional team that works across the agency to identify and prioritise agency and business requirements, that will align project delivery to the value streams of the Change Program.
The section:
  • Identifies key dependencies and emerging issues, facilitating early solutions that will help deliver project outcomes efficiently.
  • Acts as an important bridge between IT, business and corporate functions inside the agency to streamline collaboration, reporting and program governance.
  • Defines and support successful benefits management and realisation for each project in the program.
  • Ensures that the outcomes of projects support program and agency the strategic objectives.
  • Supports overall project governance, particularly where relevant to measuring and improving the value that the change program delivers.

About the Roles
We are seeking program, project and change management professionals who are passionate in leading, delivering and contributing to CER's transformation program to help accelerate carbon abatement for Australia. Experience in business operations is also highly desired.
A merit pool will be established both at the Executive Level 1 and APS Level 6. This will be used to fill available positions and anticipated vacancies as they arise. The merit pool may be used to fill future and similar positions at Executive Level 1 or APS Level 6 should they become available over the next 18 months.

The key duties of the position include
The APS Level 6, Senior Change Advisor will have the following duties, but not limited to:
  • Work with independence, subject to limited direction against established priorities, practices, and methodologies to deliver quality outcomes.
  • Build and maintain strong relationships with stakeholders to embed the benefits of the Change Program, and provide end-to-end support to end-users of change. Provide timely and relevant advice and expertise to support stakeholders through change.
  • Manage, coordinate and maintain change reporting documentation.
  • Manage and coordinate the preparation of all meeting-related documentation.
  • Maintaining and evolving the knowledge repository across various systems and tools such as SharePoint, Miro etc.
  • Contribute to the identification and implementation of systems improvement initiatives.
  • Contribute to the development of team objectives for short term tasks and strategic planning for longer-term initiatives.
  • Provide timely and relevant advice and expertise to support stakeholders through change.
  • Monitor changes in the broader work environment that may impact on work objectives.

The Executive Level 1, Assistant Manager, Business Transition and Change will have the following duties, but not limited to:
  • Work with a level of independence, under broad direction, with a concurrent need to resolve issues and deliver quality outcomes.
  • Work collaboratively and flexibly in a fast-paced, hybrid team of APS staff and contractors, managing other APS staff if required.
  • Lead the creation and delivery of change management artefacts, change impact reporting and briefing material, in collaboration with key stakeholders across the agency areas to solve complex challenges, providing solutions to internal stakeholders.
  • Recommend strategic directions for area of responsibility and consider wider agency implications when making decisions.
  • Engage and collaborate with change managers, project managers and project owners at both the program and project levels for design, input, preparation for endorsement, and delivery of communication and engagement materials and activities.
  • Coordinate program and project resources for collection and collation of reporting data and context.
  • Represent and explain the views of the program at key forums.
  • Engage and drive program change management activities and using sound judgement provide advice and technical expertise on business readiness activities.
  • Develop, plan and manage user guides and training opportunities for the transition to BAU.
  • Build capability in a team environment through coaching others, providing performance feedback, conflict resolution and encouraging career development.
  • Exercise autonomy and initiative in team management and allocation of resources and managing finances to meet objectives.

The Executive Level 1, Assistant Manager, Value Delivery will have the following duties, but not limited to:
  • Work with a level of independence, under broad direction, with a concurrent need to resolve issues and deliver quality outcomes.
  • Work collaboratively and flexibly in a fast-paced, hybrid team of APS staff and contractors, managing other APS staff if required.
  • Develop and implement improvements to processes to meet program and agency objectives.
  • Develop and apply comprehensive knowledge of ICT systems and business requirements to issues involving complexity and sensitivity which require considerable interpretation, analysis and consultation to solve.
  • Lead engagement and tracking activity across the program where required.
  • Lead the coordination and preparation of reporting and briefing materials for the senior officers and agency committees.
  • Recommend strategic directions for area of responsibility and consider wider agency implications when making decisions.
  • Build capability in a team environment through coaching others, providing performance feedback, conflict resolution and encouraging career development.
  • Exercise autonomy and initiative in team management and allocation of resources and managing finances to meet objectives.

Qualifications/Experience
To be successful in the APS Level 6 role, you need to be able to demonstrate the following qualities:
  • Ability to influence others and achieve common goals through excellent stakeholder engagement skills and ability to build strong relationships.
  • Ability to solve problems and think analytically along with organisational, project and time management skills.
  • Strong attention to detail, personal drive and integrity, a willingness to learn are critical traits.
  • Effective time management and coordination skills to manage multiple projects within changing priorities.

In addition to having the above qualities, to be successful in an Executive Level 1 role, you need to be able to demonstrate the following:
  • Highly developed leadership and management skills and the capability to mentor, motivate and build capacity of staff, including leading a team through change and uncertainty.
  • Knowledge of and/or experience in program, project and change management methodologies and frameworks such as PROSCI and understanding of SAFe® Agile practices.
  • Tertiary qualifications in business administration, project management, IT or change management are highly desirable but not mandatory for either position.
