Our client, the Strategy and Performance Branch sits within the Policy, Performance and Planning Division of the Department of Education (DoE), are currently seeking a Lead BA for the Education Queensland Insights Platform (EQIP) Program.

The successful candidate will be;

  • a BA that understands contemporary data/business intelligence technologies, and approaches and the supporting enterprise-level data governance /management required
  • a Business Transformation BA, experience with organisational structure change, experience with establishment of new governance committees, defining roles and responsibilities.
  • a BA with high level knowledge of Data Governance Concepts, including Privacy and Security
  • experienced in M365 tool set, including MS Teams and SharePoint

Business Transformation Senior Business Analyst is required to join the Education Queensland Insights Platform (EQIP) Program to assist in the development of foundation data governance practices within the department.


The successful candidate will need to be able to work with multiple and different stakeholder groups concurrently and be able to self-manage with competing priorities. The position will assist the Data Governance Architect in achieving the intended outcomes for business processes and functional requirements.
As the Lead Business Analyst, you will:

  • Apply highly developed business analysis skills using Business Analyst techniques and tools, with the ability to analyse, evaluate, document and implement business processes and practices for data governance, data management and service management solutions
  • Consult with stakeholders and analyse existing processes frameworks and data management practices.
  • Define and document "To be" Data governance structures, roles and responsibilities policies, processes and procedures to support data governance framework and new data management processes:
  • Define and document ITIL Service Management processes and associated process collateral.
  • Analyse define and document attribute-based access control (ABAC) attributes and associated access rules.
  • Analysis and support the development of organisational change management artefacts.

Experience and Skills required:

  • Experience operating within large and complex ICT programs of work.
  • Previous experience working as a Lead Business Analyst on a large Business Analytics and Data Platform Program or equivalent is necessary.
  • Lead investigative work to determine business requirements and specify effective business processes. Select, adopt and adapt appropriate business analysis methods, tools and techniques, considering business perspectives.

The Performance Monitoring and Reporting Unit collects, analyses and reports performance information for early childhood and school education. The unit delivers performance, business intelligence, monitoring, measurement and reporting products and services to support DoE and Queensland Government priorities and national agendas.
The Education Queensland Insights Platform (EQIP) Program consists of five projects and will establish the necessary capabilities to provide trustworthy information from across the department in order to provide a holistic view of a student's educational journey and support our frontline staff in delivering the best educational and early years outcomes for Queensland children.

  • Obtain formal agreement from a large and diverse range of potentially senior stakeholders and recipients to the scope and requirements, plus the establishment of a baseline on which delivery of a solution can commence.
  • Analyse and design business processes, identify alternative solutions to exploit new technologies and automation, and develop graphical representations of business processes to facilitate understanding and decision making.
  • Produce conceptual business models in support of business strategy with capability of developing bespoke models for unusual contexts.
  • Identify the communications and relationship needs of stakeholder groups, translating communications/stakeholder engagement strategies into specific activities and deliverables.
  • Monitor and share knowledge with other Business Analyst team members, to contribute to the maintenance of high-quality project deliverables using various management and system design tools.
  • Undertake research activities in relation to best practice processes and frameworks, new and emerging technologies and organisational development.
  • Strong understanding of contemporary data/business intelligence technologies and approaches and the supporting enterprise-level data governance/management required
  • Knowledge of Data Governance concepts including Privacy and Security considerations
  • Experience in M365 tool set, including MS Teams and SharePoint.
  • Demonstrated ability to self-manage with competing priorities.
  • High attention to detail and well organised.
  • Highly developed verbal communication skills with business and technical stakeholders.
