Please note this position will be transitioning to Queensland Police Service (QPS) as part of a Machinery of Government Change prior to 30 June 2024, with the State Emergency Services (SES) due to become an entity of the QPS. As part of this transition, you will be required to undergo QPS vetting in accordance with the Police Service Administration Act 1990.

Queensland Fire and Emergency Services (QFES) is the primary provider of fire, rescue and emergency management programs and services throughout Queensland. The department encompasses the Fire and Rescue Service, disaster management services, the Rural Fire Service and the State Emergency Service (SES), and also supports other volunteer groups providing emergency response to Queenslanders.
Purpose of the roleThe SES Resourcing Unit is responsible for the research, development and provision of operational equipment to the Queensland SES, the administration of contracts associated with the delivery of major equipment, the management of the registration and insurance of the SES vessel and vehicle Fleet and the administration of the compliance requirements set by AMSA in relation to SES vessels. The Fleet and Equipment team provides fleet mechanical services, repairs, maintenance and scheduled inspections to meet regulatory requirements that ensure fit for purpose heavy, light and medium commercial fleet vehicles and associated equipment to all members of SES.
Reporting to the Principal Program Officer, you will be a key member of the team contributing to the audit, review, development and implementation of policies, procedures and systems for SES Fleet and operational equipment, including registers to ensure suitability for use and maintenance of resources to meet operational requirements. You will work collaboratively with SES volunteers and staff to provide fit for purpose products through efficient and cost-effective sourcing arrangements in accordance with the Queensland Procurement Policy, Queensland Government Contract Management Framework, financial management practices and departmental policies and procedures.
Key requirementsHighly desirable requirements
- Knowledge or experience in project management principles and data administration.
- Queensland Government Procurement (Level 1 or 2 certification).
Special requirements
- The incumbent will be appointed as a staff member of the SES and the hours of duty applicable to this role are pursuant to the Queensland Public Service Officers and Other Employees Award – State 2015: specifically, the spread of ordinary hours for SES staff are 0600 to 2200, Monday to Sunday.
- Capacity to participate in an out of hours on call roster during disaster operations. This may require working extended hours, outside of normal hours (eg night shift), including weekends.
- Capacity to work on night and/or weekend to suit an SES volunteer environment.
Your part in the ongoing success of our department, in supporting frontline services will see you responsible for a variety of work, including, but not limited to:
- Contribute to the development of category plans and deliver key projects and initiatives, including coordinating input from technical and operational areas to support procurement of Fleet and operational equipment.
- Maintain contemporary understanding of Fleet and Operational Equipment within SES and across partner agencies, including awareness of emerging trends, to ensure that the products meet the requirements of the Volunteers and comply with the SES strategic objectives.
- Undertake sourcing initiatives including research and development of specifications, tendering documents, evaluation and implementation of quality products and services within the required timeframes.
- Liaise, consult, and negotiate with key stakeholders, clients and vendors to ensure solutions are responsive to current and future needs for the delivery and monitoring of agreed outcomes.
- Provide professional and technical advice to stakeholders and senior management on all aspects within the Fleet and Equipment category to ensure effective decision-marking.
- Assist with the administration of supplier contractual performance including the development of contract management plans, regular monitoring and reporting of supplier performance and contract effectiveness.
- Prepare, evaluate and review high-level correspondence, reports, submissions and communication on a range of complex and confidential issues and opportunities relating to project initiatives.
- Interpret and apply legislation, standards and instructions relating to procurement, supply and delivery of Fleet and Equipment for staff and volunteers.
