Service Profile
The Homelessness Melbourne Metro region provides a comprehensive range of residential & community services in the inner city of Melbourne across six sites in St Kilda, Footscray, North Melbourne, West Melbourne and Kensington
Community programs include the Crisis Contact Centre, Community Outreach Services for single adults, support for older people in public housing, rough sleeper & street sleeping initiatives, community participation and AOD support.
Residential services operate from Foley House in Footscray, the Open Door in North Melbourne and Flagstaff in West Melbourne.
Homelessness Melbourne Metro is supported by co-located services including the TSA Chaplaincy program, Bolton Clarke primary health service and NDIS support coordination.
The St Kilda Contact Centre Program Manager is part of a collaborative team, working in partnership to provide support to individuals experiencing primary homelessness and rough sleeping in St Kilda and across Victoria
With direction, exercise managerial responsibility for the St Kilda Contact Centre services and ensure the mission and values of The Salvation Army are reflected throughout.
Work in collaboration with the St Kilda Contact Centre Leadership Team in establishing a culture of service delivery that is Person Centred, Strengths Based and Trauma Informed.
The Community Outreach Services Program Manager is responsible for the operational management of the following services:
- Green Light Supportive House
- Homelessness to Home
- Support in Public Housing
- Homelessness Rough Sleepers Services
- Partner co-located services
The Community Outreach Services Program Manager is part of a Regional leadership team that works closely with:
- Residential Accommodation Services
- Residential Case Management Services
- Business Administration
- St Kilda Contact Centre

We are looking for an inspirational leader:
- That can lead cultural and programmatic change
- Is passionate about social justice and ending homelessness
- Experienced in high quality service delivery and creating high functioning teams
About you
- Degree qualification in Social Work, Social Science, Psychology, or related
- Extensive relevant experience in Social Service sector including management and leadership positions
- Ability to coach, supervise and manage change
- Resilience, flexibility and adaptability
- Creative outcome focused attitude
- Ability to meet tight deadlines
- Advanced communication, written & organisational skills
- Ability to ensure service delivery outcomes meet the required target
- Leadership experience
- Relevant degree or above qualifications
- Ability to manage crisis situations
- Initiative to solve service delivery challenges
- Disclosure of pre-existing health conditions that may impact on fulfilling position requirements
- Participation in Residential Services On Call Roster
- Driver's Licence
This is a permanent full-time position, based in Flagstaff, VIC.
