The National Emergency Management Agency (NEMA) was established on 1 September 2022 as a single, accountable Commonwealth authority that delivers a whole-of-nation approach to reducing disaster risk, planning, preparing for, responding to and recovering from all hazards across the emergency management continuum. 

We work closely with states and territories to deliver the best outcome for communities across Australia. To help communities respond and recover, while preparing Australia for future emergencies, we:

  • Fund programs and initiatives, big and small, that help communities in times of emergency, as well as to recover and prepare, including through disaster recovery funding and the Disaster Ready Fund to help reduce the risk and impact of disasters;
  • Have officers located across Australia, working in partnership with states and territories to support disaster-affected communities to collectively build resilience, reduce risk and harm, and effectively respond to and recover from disasters
  • Provide national leadership to share knowledge, situational awareness, and trends in disaster efforts to inform, guide and shape the national picture and decision-making at the Commonwealth, state and local Government level – including through policy development and strategy to improve risk reduction, resilience and recovery; and
  • Provide round-the-clock all-hazards monitoring and operational coordination for domestic and international emergencies, including supply chain disruptions, critical infrastructure outages, biosecurity risks and widespread cyber-attacks, and through supporting preparedness and response activities, including through the operationalisation of the Australian Government Crisis Management Framework.

Overview of Corporate branch:

The Corporate branch in NEMA provides support across the areas of Finance, Governance, Coordination, Assurance and Human Resources.

Disaster Recovery Funding Arrangements (DRFA) Claims and Assurance

The DRFA Claims and Assurance section is responsible for delivering financial assistance to state and territory governments under the DRFA and works closely with state and territory government stakeholders to assess and assure their financial claims.

Finance

The Finance team manages internal and external financial reporting and treasury functions for the NEMA. Home Affairs provides shared services to the NEMA for all accounts payable and receivable, the Finance team are responsible for ensuring that the services provided meet the requirements of the NEMA.

Governance and Coordination

The Governance and Coordination section manages multiple enabling functions for NEMA, including Ministerial, Parliamentary and Cabinet, Planning and Performance, Risk and Audit, Integrity, Fraud and Public Interest Disclosures, Conflict of Interest, Privacy, Freedom of Information and whole-of government coordination.

Human Resources, this function is split across two teams:

  • Conditions and Wellbeing who provide wellbeing support and initiatives, proactive early intervention support and rehabilitation, guidance and expert advice on payroll matters, working conditions and work, health and safety services.
  • Engagement, Strategy and Performance who provide recruitment, on-boarding, performance management, culture, learning and development, workforce planning and reporting, and HR services

We are looking to fill multiple APS 5 Advisor roles across the Corporate branch. As an APS 5 Advisor, you will work under limited supervision to enable the delivery of a range of corporate services and advice to business areas across NEMA. You will be committed to ongoing development of your corporate expertise and apply problem solving across a range of functional areas including Human Resources, Governance, Assurance, Compliance and Finance.

Our ideal candidate will have:

  • Exceptional written and verbal communication skills
  • Experience in building and maintaining effective relationships
  • Comprehensive research, interpretation and critical analysis skills
  • Excellent organisational and time management skills and the ability to manage competing priorities
  • The ability to work autonomously, make decisions and exercise judgement within a regulatory environment
  • The ability to take responsibility for managing work projects and deliverables with a focus on quality and timeliness
  • The ability to be responsive and adaptive to changing priorities in a dynamic environment
  • The ability to conduct risk assessments to support assurance activities
  • Sound judgment and critical thinking skills to analyse issues and provide suitable solutions.

Specific duties/responsibilities:

  • Provide timely and quality customer service in a regulatory environment
  • Assist in provision of logistical corporate support to internal and external stakeholders in accordance with relevant legislation, policies and procedures
  • Prepare reports that incorporate a range of data sources to provide visibility to senior executives on a range of corporate matters
  • Provide coordination for relevant committees, networks and stakeholder engagement
  • Support relevant governance bodies as required through the provision of secretariat support
  • Contribute to the preparation of correspondence, briefs, minutes and reports on emerging issues
  • Engage in self-development by applying constructive feedback and committing to ongoing professional development
  • Promote an inclusive and diverse workplace culture and ensure all staff are valued and recognised for their qualities, ideas and perspectives.

An understanding of the Pubic Governance, Performance and Accountability Act 2013, Work, Health and Safety Act 2011 and Public Service Act 1999 are desirable for these opportunities.
