  • SES Grade 3: $401,018 - $533,431 Total Remuneration Package.
The Department of Justice and Community Safety is seeking a Deputy Secretary to provide a critical role within Youth Justice.
About the Business Unit
The Department of Justice and Community Safety (DJCS) provides a range of government programs and services which focus on improving community safety, victim services, regulatory services and crime prevention, and building strong collaboration across the justice system.
DJCS reports to the following ministers:
  • Attorney-General and Minister for Emergency Services
  • Minister for Police, Minister for Racing and Minister for Crime Prevention
  • Minister for Corrections, Minister for Youth Justice, Minister for Victim Support
  • Minister for Casino, Gaming and Liquor Regulation.
Youth Justice is a group within the Department of Justice and Community Safety that operates within a dynamic environment. The group works to achieve a leading Youth Justice system in Victoria across custodial and community-based services to improve community safety outcomes through reducing re-offending and supporting children and young people to turn their lives around.
About the Role
Reporting to the Secretary, this position plays an integral role in delivering justice services across Victoria. The position leads the Youth Justice Group at DJCS, which oversees the Victorian Youth Justice system, including custodial and community-based orders, and justice health services for people in Youth Justice centres. Youth Justice administers court orders and is working to reduce recidivism, improve community safety and provide genuine opportunities for rehabilitation and support for reintegration. This includes programs to address over-representation, addressing drivers of imprisonment and upgrading correctional infrastructure to support safe and humane environments.
The position will also play a significant role in developing and maintaining relationships with a wide variety of stakeholders including ministers, senior executives, government departments and agencies.
Some of your duties will include:
  • Provide expert, authoritative and timely policy advice, reasoned recommendations and innovative options and solutions to highly complex and sensitive issues to Ministers and senior executives on a wide variety of issues impacting on the Youth Justice system.
  • Lead and develop teams to foster a collaborative culture and build resilient and efficient processes. This will involve management and mentoring to deliver effective staff performance and building staff capability through training and development.
  • Apply a highly developed understanding of policy development gained through experience in public or private sector management or specialist roles.

About you
To be successful in this role, you will have:
  • A proven track record in senior executive roles and leadership in matters of operational management, service planning, delivery and performance monitoring.
  • A demonstrated commitment to achieve positive outcomes for people in contact with the justice system, and a willingness to develop and deliver innovative service improvements to achieve these outcomes.
  • Highly developed skills in the development of and leadership for system and service development, innovation, and reform.
  • Demonstrated expertise in leading the delivery of frontline services.
  • Highly developed relationship building and stakeholder management skills with a track record in building successful partnerships, including a demonstrated ability to build cross portfolio relationships.
  • Knowledge and understanding of the key issues impacting the management and delivery of public services.
  • A track record in the provision of clear high-level advice to Ministers and Secretaries on complex issues.
  • Willingness to contribute to and participate as a member of the DJCS Board of Management, in addition to role of leading the Youth Justice portfolio.
  • A strong understanding of Aboriginal people's experience of the Youth Justice system.
Qualifications
  • There are no mandatory qualifications for this role, however, a tertiary qualification in a relevant discipline is desirable.
