About the Organisation

The Australian Financial Security Authority (AFSA) is responsible for managing the application of bankruptcy and personal property securities laws through the delivery of high-quality personal insolvency and trustee, regulation and enforcement, and personal property securities services.

The Technology Services Division is responsible for delivering core technology, business applications, cybersecurity and technology strategy to AFSA staff and our external clients. Technology Services develops and implements contemporary, client centric technology solutions, business processes and policies focused on service delivery and the achievement of outcomes.

Purpose of the position

The Director of Data Enablement is a senior leadership role within AFSA. The role is responsible for the strategic integration of data and information assets, ensuring compliance with relevant legislative regulations and promoting a culture of quality, integrity and security across AFSA’s enterprise data and information assets that enables intelligence-led regulation.

This role oversees a team building, implementing, and enhancing AFSA’s enterprise scale data platform. You will have end-to-end accountability for designing, developing, deploying, and supporting your data assets, as well as creating templates and implementation methods, standards and frameworks. You will also engage with various stakeholders and become an expert in your domain whilst supporting the broader agency to enable efficient operations and decision-making across AFSA. You will continuously evaluate and recommend improvements to infrastructure and processes and lead incident response efforts, including participating in post-mortem analysis.

Key Accountabilities

As a leader in the Technology & Service Modernisation, the Director of Data Enablement will develop, communicate and implement enterprise data and information integration and maintenance initiatives with a commitment to continuous improvement in alignment with divisional objectives, whole of government requirements and future capability considerations.

The Director of Data Enablement will provide leadership, management and mentorship over the Data Enablement section to ensure AFSA’s data and information assets are effectively managed, have high integrity and quality, and are protected to enable intelligence-led regulation. Key accountabilities are: 

  • Engaging on strategic initiatives across AFSA and the Technology & Service Modernisation division, leading the planning and development of Data Enablement and transformation initiatives.
  • Ensuring alignment of system and data integration practices with agency-wide goals and whole of governance legislation and regulations, focusing on data quality, integrity and security.
  • Developing, implementing and maintaining a comprehensive Data Enablement framework across AFSA that supports the enhancement of enterprise data and information capabilities, embeds defined roles and responsibilities related to Data Enablement and ensures clear accountability for stewardship of data and information assets.
  • Providing thought leadership on AFSA’s data platform and related Data Enablement activities, representing AFSA in whole-of-government forums and at industry events.
  • Building effective relationships with internal and external stakeholders.
  • Engaging with external stakeholders to leverage external data and information sources, while ensuring compliance with legislation, regulation and best practices.
  • Contributing to governance committees and working groups with internal stakeholders that manage quality and risk considerations relating to data and information quality.
  • Collaborating with cross-functional teams to identify requirements, co-design solutions and implement data integration and enablement practices throughout the organisation.
  • Actively monitoring and treating data and information related risks, developing strategies to mitigate them through exception reporting, data quality practices and other robust controls.
  • Leading the creation and maintenance of standards, and procedures to ensure enterprise data and information assets are findable, accessible, interoperable, and reusable.
  • Overseeing a team of data engineers, data middleware and other specialised data professionals. Actively fostering a positive and collaborative work culture.
  • Providing coaching, mentorship, and development opportunities to ensure the section’s ongoing success.
  • Undertaking other duties or functions as directed by the National Manager.

Qualifications and experience

  • Tertiary qualifications in computer science, information systems or related discipline is desirable; significant management experience in data and information roles, including leading change and service delivery functions.
  • Demonstrated ability to lead teams in high pressure environments, and effectively communicate technical information in clear, compelling ways to varied technology and business stakeholders.
  • Strong track record and experience in delivering complex business-led, ICT enabled projects including a sound understanding of tools and methodologies, governance, control standards and stakeholder engagement.

  •  To satisfy character requirements all AFSA employees must undergo a police records check.
