The Role
The Air Force Headquarters (AFHQ) High Frequency (HF) Project Manager will work as part of the HF Radar team within the Airborne C2 and HF Radar Directorate.
HF Project Manager duties include:
- Developing strategic briefs and capability plans;
- Providing advice to senior leaders;
- Undertaking capability and project monitoring/assurance;
- Undertaking procurement;
- Development of artefacts for Defence Committees; and
- Other capability management functions across the Capability Life Cycle.
Because the HF Project Manager will act as an AFHQ coordinating point of contact for Commonwealth stakeholders for the Jindalee Operational Radar Network (JORN) - AIR2025 / AIR2026 Projects, the ability to communicate and engage effectively with HF Enterprise is critical. Engagement will include domestic stakeholders and international partners concerned with HF Radar and related HF technologies, principally those supported by the High Frequency Sensing Systems Program Office (HFS SPO).
The additional payment is a Building Defence Capability Payment (BDCP) which enables Defence to provide a premium, in addition to the rate of salary otherwise payable under the Enterprise Agreement (EA) to some or all of the jobs within a critical occupation(s) or discipline within a workplace. Applicants engaged into a BDCP position must consider the following. BDCPs provide remuneration in addition to the Defence Enterprise Agreement (EA).
This arrangement is subject to meeting eligibility criteria and is subject to annual review. Should your performance fall beyond requirements or the eligibility criteria not be met, your eligibility for the BDCP may be reviewed and ceased. It may also be ceased should you change positions or the requirement for the BDCP is no longer necessary, as determined by Defence. Should the BDCP be ceased you will be advised and your BDCP additional payment will cease.
About our Team
The High Frequency Radar team is led by a RAAF Wing Commander (O5) Air Battle Manager, which is also the HF Project Manager’s direct supervisor. The HF Project Manager serves as the second in charge to the RAAF O5 Deputy Director, supervising a team of RAAF and ADF Contractor staff responsible for managing JORN Capability and AIR2025/AIR2026 Projects.
The HF Radar team currently consists of three RAAF Air Battle Managers performing Capability Management duties, and three Main Service Provider contractors who manage Individual JORN Project Phases across Project AIR2025 / AIR2026, with room to expand further as other projects may come online in future.
Finally, the team are based across Canberra ACT and Edinburgh Adelaide to ensure all routine engagement requirements are being satisfied across the HF Enterprise, including Government, Defence Industry, Defence Science and Technology Group, RAAF Surveillance and Response Group, and Capability Acquisition and Sustainment Group.
Our Ideal Candidate
Working as part of a small team, the HF Project Manager will need to be team orientated, demonstrate strong people and supervisory skills, and be a motivated self-starter that can perform their duties with autonomy. They also will need to have highly developed coordination skills; be flexible in their approach with the ability to manage project priorities; and undertake work with purpose, without demonstrating a requirement to be micro-managed.
Our ideal candidate will also have experience engaging Defence Industry, Australian Government Departments and allied Defence agencies to progress AIR2025 / AIR2026 project milestones against the Capability Life Cycle. Strategic writing skills will enable our ideal candidate to perform their project duties, aided by an understanding of Defence Contractor engagement.
Finally, our ideal candidate will be motivated to advance Australia’s JORN capability, and the AFHQ HF radar team in performing business continuity around RAAF team member posting cycles.
