The Aged Care Quality and Safety Commission (the Commission) was formed on 1 January 2019. The role of the Commission is to protect and enhance the safety, health, wellbeing and quality of life of people receiving aged care.

The Commission is the national end-to-end regulator of aged care services and the primary point of contact for consumers and providers in relation to quality and safety. Our vision is to support a world-class aged care system driven by empowered consumers who enjoy the best possible quality of life.

We aim to build confidence and trust in aged care, empower consumers, promote best practice service provision, promote quality standards, and hold providers to account for their performance against the expected standards of care. We seek to promote an aged care system that develops safer systems of care, inculcates a culture of safety and quality, and learns from mistakes, while providing the oversight that can assure the community that aged care services are operating as they should, including working on continuous improvement.

The Technical training team is responsible for developing and delivering training programs to educate Commission staff on technical tools, systems, software, or processes. They create training materials such as Learn Hub manuals, guides, videos, or presentations, conduct training sessions, workshops, or webinars. Their goal is to ensure that staff have the necessary skills and knowledge to effectively utilise technical resources and tools in their roles. Additionally, they provide ongoing support and resources to reinforce learning.

Position Description

The Technical Training Manager will lead a dynamic team of trainers to develop and deliver consistent, exemplary technical and system-based learning initiatives.

This role will specifically manage capability and learning projects that enable our operational workforce to be competent and job ready. Working to tight timeframes, you will thrive on taking capability and learning projects from inception to completion. You will lead and coordinate activities of an instructional design team, evaluating effectiveness to support quality learning outcomes.

Position Duties

  • Technical Training Products
  • Design, develop and implement high quality training material for current and future Commission Systems.
  • Review and maintain existing guidance documentation for currency and alignment to corporate learning framework.
  • Understand and capture operational Technical Training needs to drive behavioural change that enables system compliance and competency.
  • Strategic Planning
  • Develop, modify, and maintain accurate training programs of work for short, medium, and long term by engaging with ACQSC leaders to understand their current and future Technical Training needs.
  • Work with Commission’s Project Officers to understand and prioritise capabilities required to support digital projects.
  • Conduct research and analysis activities to understand the current approaches to Technical Training and capability development.
  • Leadership
  • Provide leadership to the team for the development, implementation and application of best practice training strategies, frameworks and tools that support the Aged Care Quality and Safety Commission reform agenda.
  • Share your expertise and knowledge to stakeholders about best practice principles to influence a standard approach across multiple systems.
  • Lead, mentor, coach and develop immediate report/s and promote a culture of respect, diversity, and accountability.
  • Building capability in a team environment including providing performance feedback, conflict resolution and encouraging career development.
  • Demonstrate a growth mindset and lead team in times of change.
  • Stakeholder engagement and communication
  • Communicate clearly both orally and in writing and build strong and trusting relationships with key external and internal stakeholders to achieve and deliver on key outcomes.
  • Represent the Digital Team at forums and communities of practice. 
  • Contribute to workplace and learner psychological safety.
  • Other duties, as required.

Position Eligibility Requirements

  • Tertiary and/or industry qualifications in any of the following domains Communications, Education, Humanities and Social Sciences, or ICT.
  • Experience in implementing L&D strategy and governance frameworks and an understanding of how L&D supports the department’s purpose and objective.
  • Experience partnering with business areas to achieve results.
  • Evidence of stakeholder engagement, and influencing outcomes related to learning solutions.
  • Highly developed written and oral communication skills
  • Understand and actively demonstrate the APS Code of Conduct and Values.

Position Notes

Salary offered will be between $114,247 and $130,300 per annum depending on skills and experience. In addition, 15.4% superannuation will be paid.
