Job description

The Consumer Data Right Division

The Consumer Data Right is one of the Australian Government's key digital policy initiatives, and critical to achieving the goal of being a leading digital economy and society by 2030.

The ACCC is accountable to regulate and deliver the Consumer Data Right (CDR), working closely with Treasury (with overall policy responsibility) and other regulators. The Consumer Data Right will allow consumers to more easily transfer their data between providers. Data sharing will allow consumers to compare and switch between products and services, and will encourage competition between providers. This will lead not only to better prices for consumers but also more innovative products and services. The Consumer Data Right is being rolled out sector-by-sector across the economy. The roll out started with the banking sector, will be followed by the energy sector, and is then expected to be expanded to telecommunications. Future developments are likely to include third-party action initiation including third party-payment initiation.

The Consumer Data Right Division of the ACCC is responsible for delivering those outcomes. The Division has around 120 employees and contractors (plus IT vendor staff) with an annual budget of approximately $49 million (FY2022) including substantial capital expenditure.

Within the CDR Division there are two branches:

  • The Regulatory branch is responsible for regulatory guidance, accreditation of data recipients, promoting compliance, enforcement & exemptions.
  • The Solution Delivery & Operations branch is responsible to plan, design, build and run the technology solutions, to support participants including testing, on-boarding and incident management, for cyber security and a range of project and business management functions.

A governance, coordination and finance team also supports the division.

Role and Duties

The Executive Director, Technology Services, leads the technology capabilities for the Solution Delivery & Operations Branch to drive high quality Consumer Data Right products and services to improve outcomes for consumers.

The Executive Director is accountable to the General Manager, Solution Delivery & Operations Branch.

The duties of the role include:

  • Developing high performing leaders, driving change effectively, and demonstrating exemplary leadership across the branch.
  • Overseeing the development and continuous improvement of the CDR Division’s internal digital and technology management capabilities, including leadership of a blended workforce.
  • Ensuring the technology solutions required to support the Consumer Data Right meet appropriate architectural standards, are delivered to expected ICT standards and are effectively managed across all sectors, including:
    • Determine, develop, enhance and maintain the necessary and appropriate technology and operational capabilities for the ACCC to reliably support the Consumer Data Right.
    • Lead the Infrastructure & Architecture, Technology Delivery, Testing, and Operational functions for technology solutions that support the Consumer Data Right, including the Register & Accreditation Application Platform, Conformance Test Suite, Service Management Tool, Participant Testing tools and test sandbox.
    • Drive the growth of the CDR ecosystem through the integration of new data holder and accredited data recipient participants across the economy.
  • Accountability for setting the vision, developing and implementing the CDR Technology Strategy. Provide expertise to shape the strategic direction of high-quality technology services across the organisation.
  • Participating actively as a collaborative leader within the organisation through executive sponsorship and membership of corporate committees.
  • Representing the ACCC authoritatively by contributing technology and strategy expertise to inter-agency leadership and governance forums.
  • Representing the ACCC authoritatively and contributing strategically in the ACCC’s interactions with Government, industry, and relevant industry groups.

Salary: $151,149 base salary plus 15.4% superannuation. The role may also have an allowance of 10-15% to recognise the higher work value.
